Mayor Brandes declared the public hearing open on the application and the
negative declaration.

Mr. Marvin Murphy, 6686 Via San Blas, representing Kaiser Sand and Gravel,
stated that land adjacent to this property has been determined to have valu-
able mineral resources, and that prezoning of the subject parcel will preclude
extraction at this location. He advised that Kaiser extracts gravel immedi-
ately east of the property line at this time and the resources are valuable.
The State of California has evaluated the needs of resources and locations,
and has classified some areas throughout the State and within Alameda County
as being areas with significant resources; this particular site is included in
that classification. Within weeks or months it is anticipated that the State
Division of Mining and Geology will designate this area as containing signifi-
cant resources for the region. He stated that the corporation yard could be
placed at another location, while the valuable resources cannot be extracted
from other areas. He suggested that Council study this matter carefully be-
fore precluding the extraction of natural resources from this area.

There being no further testimony, Mayor Brandes declared the public hear-
ing closed.

It was moved by Councilmember Mercer, and seconded by Councilmember Mohr,
that Resolution No. 86-336, determining on the basis of a review of initial
environmental study done for this project, that no significant environmentsl
impact would occur as outlined in the City's guidelines and that a Negative
Declaration is appropriate in connection with RZ-86-6, application of the City
of Pleasanton to prezone an approximately 17 acre site located on the north
side of Busch Road adjacent to its eastern terminus, to the P (Publicl~and In-
stitutional) District, be adopted.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mercer, Mohr, and Mayor Brandes
NOES: None
ABSENT: Councilmember Wood

After discussion, it was moved by Councilmember Mercer, and seconded by
Councilmember Mohr, that Ordinance No. 1265, to be read by title only and
waiving further reading thereof, approving RZ-86-6, application of the City of
Pleasanton to prezone an approximately 17 acre site located on the north side
of Busch Road adjacent to its eastern terminus, to the P (Public and Institu-
tional) District, be introduced.
The roll call vote was as follows:
AYES: Councilmembers Butler, Mercer, Mohr, and Mayor Brandes
NOES: None
ABSENT: Councilmember Wood

AP-86-8, Appeal of a decision of the Design Review Board approval of Z-86-142,
Application of Ives Parrish and Anthony Long for design review ap roval to
install a sign for a delicatessen in an existing office building ~ocated at
5776 Stoneridge Mall Road.
