435 <br />overcrossing be constructed for the safety of children attending Foothill High <br />School. She reviewed the increased cost to build the overcrossing now as com- <br />pared to when it was first considered; she felt the increased costs are worth <br />it for the safety of the children. She stated that the new bus system would <br />get students to school thirty minutes before classes start which is not a <br />satisfactory solution.- She requested Council to make a definite commitment <br />for the pedestrian overcrossing; the need has been there for years and action <br />should be taken as soon as possible. <br /> <br /> Councilmember Mercer explained that no action can be taken by Council to- <br />night; a solution to the problem includes other governmental agencies. He <br />requested the Mayor to see what can be done to appear before the Metropolitan <br />Transportation Commission to have this project placed on STIP. <br /> <br /> Mr. Roger Dabney, representing the Pleasanton School District, stated he <br />supports Ms. Bruen's comments. He stated the West Las Positas overcrossing <br />has been of great benefit for school children but does not solve all the prob- <br />lems. He stated he supports the placing of this project as a higher priority <br />on the STIP list, and that the School District will do whatever possible to <br />assist in this matter. He advised that with additional population in the area <br />of Foothill High School the School District projects approximately sixty addi- <br />tional students will be attending Foothill High School this coming year. <br /> <br /> Ms. Rita Toovey, 3761 Ashwood Drive, occupant of the residence near the <br />culvert, stated that when the culvert was open her home was littered with de- <br />bris. She advised she is representing several residents in her area; they are <br />opposed to the overcrossing and specifically Plan B of the staff report. She <br />listed several alternative methods available for children to get to Foothill <br />Hill School without the construction of the overcrossing. She requested Coun- <br />cil to cease further consideration of the pedestrian overcrossing. Ms. Toovey <br />added that no one was notified that this item would be considered on the agen- <br />da. Mayor Brandes explained that no action will be taken on the item; and <br />that only formal public hearings require notification. Councilmember Mohr <br />requested that all property owners that would be impacted by this issue be <br />notified. <br /> <br /> Ms. Janice Benson, 7303 Lemonwood, stated she chose her home because of <br />the quiet location; and that she was never informed of the possibility of a <br />pedestrian overcrossing being constructed in this area. She strongly opposed <br />the proposed overcrossing stating it would create a nuisance, invade privacy, <br />be destructive to property, increase traffic and parking, create a problem <br />with motorcycle and motorscooter activity, and be a liability to property <br />owners. She stated the City has provided other alternatives for safety, and <br />that parents should be more responsible. She objected to the large expendi- <br />ture of City funds for the overcrossing project. <br /> <br /> Ms. Patricia Walcott, 7331 Lemonwood, stated this area is already congest- <br />ed when there are activities at Foothill High School. She stated that with <br />the West Las Positas overcrossing there is no longer a need for the proposed <br />walkway, and there are other means of transportation available now that were <br />not an option before. She added she would like to keep Lemonwood a quiet <br />street, and that there are many viable alternative to this project. <br /> <br /> Mr. Gary Geis, 2790 Corte San Blas, stated there is a problem in getting <br />students to school since free school bussing was halted after the passage of <br />Proposition 13. He advised that children tend to take the shortest route to <br /> <br /> 9 - 7-1-86 <br /> <br /> <br />
