439 <br /> a shortfall ranging from $1,570,500 (total program) to $451,400 (total program <br /> less computer). <br /> <br /> Mr. Gary Gels, 2790 Corte San Blas, stated that when he first heard about <br />the computer for the Police Department he felt it was necessary to keep the <br />Department up to date,-however, when he found out the price he was stunned. <br />He stated that the prices on computer equipment (ontinues to be go down. He <br />felt that other programs should be investigated before spending this kind of <br />money. Mayor Brandes explained that other systems were investigated, but this <br />a one-of-a-kind program and unique for the Pleasanton Police Department. <br /> <br /> Mr. Bruce Fiedler, 251Kottinger, stated that the electorate voted in <br />favor of a senior center and he felt this should be considered before other <br />projects. Mayor Brandes explained that the Police Department computer is not <br />a part of the projects to be funded by surplus Proposition 4 monies; the com- <br />puter is a separate item. <br /> <br /> Council discussion ensued regarding the various alternatives for financing <br />the three projects and the Police Department computer. Councilmember Butler <br />stated he is opposed to obligating City funds for any financing program. <br />Councilmember Mohr stated she agreed with Councilmember Butler; she is not <br />interested in fancy footwork financing. She felt if there is a way for <br />generating any extra monies she would want it to go to a senior center. <br /> <br /> Mayor Brandes stated he does not find it a problem to use general fund <br />monies for financing. He felt all commitments can be met, as has been demon- <br />strated in North Pleasanton. He stated there is money in the budget that <br />could be used to pay for the computer. <br /> <br /> Councilmember Mercer stated he favors the pay-as-you-go method of financ- <br />ing; the certificates of participation are too risky. <br /> <br /> Mayor Brandes stated he strongly supports purchase of the computer and is <br />interested in a mechanism whereby the Police Department computer can be pur- <br />chased. Mr. Walker advised the computer could be purchased on a lease- <br />purchase plan over the next five years, thereby not including it in the <br />financing program presented tonight. <br /> <br /> Councilmember Mercer asked about the validity of going to bid for the com- <br />puter. Chief Eastman advised that his department staff investigated several <br />computer programs in the past three years and that the Hewlett Packard package <br />appears to be the most efficient and effective one for the City of Pleasanton. <br />Captain Todd reviewed the hardware and software prices. He advised that the <br />software has been designed specifically by Hewlett Packard for the Police De- <br />partment's in-house needs and is not transferrable. <br /> <br /> After further discussion, it was moved by Mayor Brandes, authorizing staff <br />to proceed with an agreement with Hewlett Packard for a lease purchase ar- <br />rangement of the computer system as proposed by the Police Department. <br /> <br /> The motion died for lack of a second. <br /> <br /> Councilmember Mercer stated that with the expansion of personnel in the <br />Police Department he is not willing to spend additional money for a computer <br />in this year's budget. <br /> <br /> 7-1-86 <br /> 11 - <br /> <br /> <br />
