No action was required or taken by Council on the item. <br /> <br />MATIERS INITIATED BY COUNCILMEMBERS <br />Discussion of Vacant Seat on Council <br /> Mayor Mercer stated that six candidates were interviewed earlier this eve- <br />ning for consideration as Councilmember to fill the vacancy created by his <br />election as Mayor, and that it was now in order to make an appointment or call <br />for a special election. <br /> <br /> Councilmember Brandes stated that while there were some very good candi- <br />dates that applied for the position, he feels strongly that a special election <br />should be held to fill the vacant seat. He stated the most basic thing people <br />have is the right to vote; people expect that. He felt it presumptious for <br />City Council to say who is qualified to be on the City Council; that is why <br />there are elections - the people should determine who is the most qualified. <br />He felt the issue should be placed on the ballot. <br /> <br /> It was moved by Councilmember Brandes that a Special Election be held on <br />the first Tuesday in March, 1987, to elect a Councilmember to fill the vacant <br />seat on the City Council. <br /> <br /> The motion died for lack of a second. <br /> <br /> Councilmember Mohr stated it was a remarkable group of people that applied <br />for the Councilmember position; many have served in various other areas of the <br />community. She stated it is most important that an applicant show commitment <br />to the City, is familiar with the City process, and is someone with time to <br />give and be available to the public. <br /> <br /> Councilmember Butler stated he concurs with Councilmember Mohr. He stated <br />the decision in selecting a Councilmember will be difficult because of the <br />highly qualified candidates. He urged the unsuccessful candidates to apply <br />for positions as vacancies occur on other Commissions within the City. <br /> <br /> Mayor Mercer stated he has always tried to allow the process to work; he <br />did not feel the process dictates an election in this instance. He stated <br />that any of the candidates interviewed this evening would make an admirable <br />councilmember. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Butler, <br />that Resolution No. 86-561, appointing DeWitt C. Wilson as a Councilmember to <br />fill the unexpired vacant seat created by Mayor Mercer, said term to expire <br />November 1988, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br /> <br /> 4 - 12-2-86 <br /> <br /> <br />
