277 <br /> Councilmember Mohr stated she has concerns regarding the parking space and <br />if it is expandable on the Dublin side. She also questioned the design and <br />aesthetics of the overhead walkway. She felt the timing needed modifying. <br /> <br /> Mayor Mercer stated that Pleasanton should be included with Dublin on page <br />1 of the report. He stated it seems as though the BART representative com- <br />pleted the report by telephone calls. He stated there is no mention made of <br />handicapped services. Mayor Mercer expressed concern about the many acres <br />covered in paving and the substantial amount of oil that will be leaking how <br />will they catch it? He stated the underground water table could be reached. <br />He favored picking up people on the Pleasanton side and leave them off on the <br />Dublin side, to alleviate traffic problems. He stated he did not see how BART <br />could complete a negative declaration based on the report. He would like to <br />see a traffic report. <br /> <br /> Council instructed staff to continue to work with BART's staff and to pre- <br />pare a response to the Draft Negative Declaration, incorporating the Council's <br />concerns presented at this meeting. <br /> <br />Formation of Building Code Appeals Board <br /> Mr. Smith presented his report (SR 86:495} dated November 18, 1986, <br />regarding this matter. <br /> <br /> Councilmember Butler stated he felt professional people should serve on <br />this Board. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Resolution No. 86-545, establishing a Building Ap- <br />peals Board, and appointing the City Council as the Building Appeals Board, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brndes, Mohr, and Mayor Mercer <br />NOES: Councilmember Butler <br />ABSENT: None <br /> <br />Mr. Smith presented letters from the developer of 400 Main Street, regard- <br />ing the wrong size doors being installed, and wanting to be heard by the <br />Building Appeals Board as soon as possible. <br /> <br /> After further discussion, Council instructed staff to schedule this matter <br />on the Council agenda for December 2, 1986. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Request for extension of Long Term Agreement for Warmington Homes <br />Mr. MacDonald presented his report (SR 86:489) dated November 13, 1986, <br />regarding this matter. <br /> <br /> Mr. Tom Sandborn, representing Warmington Homes, stated there has been a <br />recent change of ownership in this company, and that they would like to <br />request an extension on the long term agreement based on their recent acquisi- <br />tion of the property. <br /> <br /> Councilmember Brandes stated he has some problem with extension of long <br />term agreement, and felt it should be for a short period of time if granted. <br />He stated he does not want to set a precedent regarding this issue. <br /> <br /> 15 - 11-18-86 <br /> <br /> <br />
