123 <br /> Three Month Agenda Planning Report <br /> Mr. Walker presented the City Council agenda planning report for the <br /> months of October, November, and December, for the information of Council. <br /> <br />Adult Softball Program Report Softball FY 1985-86 <br /> Mrs. Bengtson presented her report (IR 86:83) dated September 24, 1986, <br /> regarding this matter. After brief discussion, no action was taken by Council <br /> on the item. <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Wood requested that the resolution adopted on the Consent <br />Calendar relative to drug and alcohol abuse prevention be transmitted to the <br />presidents of PTA's and school officials. <br /> <br /> Councilmember Mohr stated she had received a call from Senator Lockyer <br /> regarding his opposition to diamond lanes on 1-680 and requesting Council sup- <br /> port of this position. After discussion, it was moved by Councilmember Mer- <br />cer, and seconded by Councilmember Mohr, that Resolution No. 86-473, express- <br /> ing City Council's strong opposition to the placement of diamond lanes on 1- <br /> 680, and urging Caltrans and MTC to proceed with improvements as soon as pos- <br /> sible, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mercer, Mohr, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Council instructed staff to transmit the above resolution to the appropri- <br />ate legislators. <br /> <br /> Mayor Brandes stated that five applications had been received for consid- <br />eration as member on the Tri-Valley Community Television Corporation Board. <br />After discussion, Council scheduled interviews for these candidates on October <br />28, 1986, beginning at 6:30 p.m. <br /> <br /> Mayor Brandes stated that with regard to recent volunteer drug testing by <br />the Police Department, it was a shame that the press has turned this positive <br />effort around. He advised that the Pleasanton Police Department are the first <br />in the State to voluntarily take the drug test. He stated there is merit into <br />looking to a volunteer program. He advised that when he suggested this type <br />of program he did not know the Police Department was already in the process of <br />taking the tests or that City Management was reviewing the issue. He stated <br />he did not intend to violate anyone's rights. He felt an expansion to the <br />Wellness Program, already instituted by the City, to include drug and alcohol <br />abuse, would be a positive step for city employees. He stated he felt the <br />Police Department did right in voluntarily taking the drug test. He added <br />that if other Councilmembers were not interested in looking into such a pro- <br />gram, that was fine, but he felt there was merit into looking into a voluntary <br />program. <br /> <br /> Councilmember Mercer stated he was concerned when articles appeared in the <br />newpapers. He stated he did not look at it so much as a negative against the <br />Police Department; as a matter of fact he thought that the Police Department <br />stepping forward to volunteer to take a test was to their credit and was a <br />tremendous example for the entire Police Force to set themselves out as the <br />first in the State of California to do that and he applauded them for that. <br />He did not think that this situation has developed anything negative against <br /> <br /> 5 - 10-7-86 <br /> <br /> <br />
