He stated he hoped Council would adopt the Arroyo Trails plan <br /> which would provide excellent connections between Pleasanton parks and safe <br /> access. He felt obliged to remind the Council and public that while the East <br /> Bay Regional Park District has been a convenient whipping post during the eve- <br /> ning, it is a regional agency of which the citizens of this community are con- <br /> stituents. The constituents did request that the Park District come into this <br /> area and look toward a facility similar to those that are enjoyed by communi- <br /> ties throughout the East Bay who have the benefits of a backyard large open <br /> space park. To put on the record some sense of balance, it is not an outside <br /> agency coming in to tell anyone what to do but one that has tried to provide <br /> the same level of quality service of other communities in the area. He urged <br /> Council to give favorable consideration to the Community Faci.lities alterna- <br /> tive but also strike a rationale balance between development and open space. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br /> Councilmember Mohr, that the Conservation and Open Space Element as set forth <br /> and revised by staff and action taken by Council earlier, be approved. <br /> The roll call vote was as follows: <br /> <br /> - 15 - 9-16-86 <br /> <br /> <br />
