3 <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed on the appeal and the negative declaration. <br /> <br /> Councilmember Brandes stated there needs to be a grander solution for <br />downtown; they need to be creative..He stated if there is a chance at all of <br />any discussions between the two sides to resolve their differences from the <br />delay then that opportunity should be taken. He stated he did not know what <br />information the downtown study will provide, but to make a decision before <br />reviewing the report would make the report a waste of public funds. <br /> <br /> Councilmember Mohr stated it was her position when she chaired the commit- <br />tee for the downtown assessment district to keep downtown alive. The preser- <br />vation of downtown is of paramount importance; she would not willingly or <br />knowingly hurt it, but she cannot accept the restraint of trade as an issue - <br />that cannot even be used as a legal consideration. The land use issues and <br />broader issues are the one she felt should be focused on; one of those is how <br />much commercial service does a city of this size need for now and in the fu- <br />ture. She stated that if alternative sites are a consideration, this could <br />not be determined in one evening's discussion. She stated she values citizen <br />input. She stated market studies not only play a role in determing when a <br />business feels it is going to be able to develope and prosper but it also <br />plays a role in helping a city to determine what the role is in balance of <br />land uses. She felt the downtown study is going to give a great deal of in- <br />formation that will have broader usefulness and help determine what will <br />foster downtown's viability. She stated she will be supporting the 90-day <br />continuance. <br /> <br /> Councilmember Wilson stated he has no problem supporting the 90-day con- <br />tinuance. He stated he is opposed to the project because the site is one of <br />the few properties in the City that is zoned for such businesses as auto sup- <br />ply, copying services, hospital equipment sales, laboratories and catering <br />shops all kinds of businesses needed to support the business parks. <br /> <br /> Mayor Mercer thanked the people who attended this meeting. He stated it <br />is a very difficult decision for Council to make relative to this proposal; no <br />one on Council wants to see the downtown area hurt. He-stated he does not see <br />a demand for another commerical area in Pleasanton and he is opposed to this <br />project. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wil- <br />son, to reopen the public hearing on AP-87-2, appeal of the Planning Commis- <br />sion decision in denying PUD-86-16, application of Santa Anita Development <br />Corporation for Planned Unit Development rezoning and development plan approv- <br />al for a 193,845 square foot commercial/retail center to be located on an ap- <br />proximately 18.2 acre site at the southeast corner of the intersection of <br />Stanley Boulevard and Bernal Avenue, and accompanying Negative Declaration; <br />and continue this item for approximately 90 days until after completion and <br />review of the downtown study. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Wilson <br />NOES: Mayor Mercer <br />ABSENT: None <br /> <br /> Mayor Mercer recessed the meeting at 11:00 p.m. <br /> <br /> Mayor Mercer reconvened the meeting at 11:05 p.m. <br /> <br /> - 13 4-7-87 <br /> <br /> <br />
