411 <br />REPORTS OF THE CITY MANAGER <br />Report on Pimlico Soundwall (I-580 and Santa Rita Road) <br /> Mr. Elliott presented his report (SR 87:50) dated February 3, 1987, <br />regarding this matter. <br /> <br /> Mr. Kenneth Jacobson, Attorney representing Fairlands Park Association, <br />presented his letter dated January 29, 1987, setting forth conditions regard- <br />ing the construction of the soundwall as requested by the Association. He <br />then read the Staff Report and concurred with the recommendations contained <br />therein. He asked if the soundwall could be constructed now, paid for by some <br />other means, and reimbursed by the North Pleasanton Improvement District No. 3 <br />when it is formed. Mr. MacDonald stated that it could be done legally. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, take no further action on the Pimlico Soundwal at 1-580 <br />and Santa Rita Road under the outcome of the formation of the North Pleasanton <br />Improvement District No. 3 is settled, and to advise Mr. Jacobson and the <br />Fairlands Park Association of any delay that might occur. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Ordinance Requiring Installation of Spark Arrestors on New and Existing Build- <br />ings upon Sale <br /> Mr. Walker presented the report of the Fire Chief (SR 87:54) dated January <br />26 1987 regarding this matter <br /> <br /> Councilmember Wilson stated he is opposed to laying another regulating <br />ordinance on top of all the other ordinances the City has. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, that Ordinance No. 1297, to be read by title only and <br />waiving further reading thereof, requiring existing dwelling units to be <br />retrofitted with spark arrestors in certain circumstances, be introduced. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, and Mayor Mercer <br />NOES: Councitmember Wilson <br />NOES: None <br /> <br />Options for Housing Authority Meeting Schedule and Delegation of Powers to <br />Housing Commission <br /> Mr. MacDonald presented his report (SR 87:41) dated January 29, 1987, <br />regarding this matter. This issue was discussed at the Housing Authority <br />Board of Directors meeting held just prior to the City Council meeting, at <br />which time the Directors approved delegating the month to month duties to the <br />Housing Commission, but retaining selected duties for the Board, subject to <br />timely appeal to the Board.
