409 <br />All schools are operated by the company and are not franchised, and have high <br />quality education and care. He advised they would employee approximately 15- <br />18 people from the community. He stated they have entered into an agreement <br />with Koll Center that when the school is full there will be a separate and <br />preferential list for Koll Center employees to enroll their children in this <br />daycare facility. <br /> <br /> Mayor Mercer stated the building has a very plain appearance and he would <br />like to see shutters, shrubbary, or some other type of decoration to enhance <br />the building. Mr. Hulsey stated they are willing to improve the appearance in <br />any manner suggested by Council. <br /> <br /> Councilmember Brandes suggested the use of a wall instead of a fence <br />around the facility. Mr. Swift advised that because of the location of the <br />facility and landscaping staff felt a fence is appropriate. <br /> <br /> Councilmember Mohr expressed concern regarding the landscaping. Mr. Hul- <br />sey advised he had just received the master landscaping plans from the Koll <br />Company and will comply with them. <br /> <br /> No one in the audience spoke in opposition to the item. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br />closed. <br /> <br /> It was moved by Councilmember Wilson, and seconded by Councilmember Mohr, <br />that Resolution No. 87-55, approving PUD-80-2-4D, application of West States <br />Development Company and Bernal Avenue Associates for design review approval <br />for an approximately 7,860 sq. ft. daycare facility, a freestanding monument <br />sign, and related improvements, to be located on an approximately 1.2 acre <br />site, located on the north side of Koll Center Parkway approximately 250 feet <br />west of the intersection of Valley Avenue and Koll Center Parkway, subject to <br />all conditions contained in Staff Report 87:52, and a requirement that the <br />applicant present schematic plans showing an improved appearance to the front <br />of the building for review by Council at their meeting of 2-17-87, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />PUD-86-18, Application of Oakridqe Properties and Valley Medical Associates <br />for development plan approval to construct an approximately 49,150 sq. ft. <br />retail commercial center to be located on an approximately 3.8 acre site, lo- <br />cated at the southeast corner of the intersection of West Las Positas <br />Boulevard and Santa Rita Road.
