387 <br /> Mayor Mercer asked about the role of the City Council as it relates to the <br />Housing Authority Board of Directors, the meetings, and action required. <br />Staff will investigate and report back to Council regarding this matter. <br /> <br /> Mayor Mercer stated he has received a letter from Jantie Reinbold request- <br />ing that her song "Pleasanton, Our Community", as performed by the Fairlands <br />School, be made the official City Song. After discussion, Council determined <br />not to have an official City Song, and to recognize Jantie Reinbold and the <br />Fairland School in some other manner for their song. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmember Brandes reported that as Council liaison he had met with the <br />East Bay Regional Park District and had a productive meeting; and that there <br />will be a series of meetings in the future which he will report back on. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Ken Jacobson, Attorney represending Fairlands Park Homeowners Associa- <br />tion, addressed the Council regarding noise pollution adversely affecting <br />property owners along 1-580 near Santa Rita Road. He stated the City should <br />not have approved construction of houses in this area under these conditions <br />and without regard to the safety, health and welfare codes. He requested <br />Council direct staff to expedite all necessary approval to construct a sound <br />barrier; expedite necessary funding for construction of the barrier; keep <br />Fairlands Park Homeowners Association informed regarding the status of the <br />barrier on a monthly basis; cause contract for the sound barrier to be let at <br />the earliest possible time; and share with the Homeowners any advance deci- <br />sions which may delay implementation of the sound barrier. Mr. Jacobson pres- <br />ented a letter to Council from Bob Hills, President of the Fairlands Park As- <br />sociation, requesting that City staff be directed to further investigate noise <br />mitigation measures as necessary for the Fairlands Park development, which <br />includes soundwalls between the development and Interstate 580, and to report <br />back to the Association as soon as possible. <br /> <br /> Mr. Hal A. Lohmann, 3862 Pimlico Drive, presented his letter to Council <br />dated January 6, 1987, regarding the construction of soundwalls on 1-580 along <br />Pimlico Drive. He stated this absolutely worst noise conditions are along 1- <br />580 and should be ..itigated as soon as possible. <br /> <br /> Mr. Elliott advised that soundwalls are to be a part of the North Pleasan- <br />ton Improvement District No. 3, which has been delayed in its formation. He <br />stated the earliest anything could be done relative to this matter would be 2- <br />3 months, and it could possibly be 6 months. <br /> <br /> After discussion, Mayor Mercer instructed staff to investigate this matter <br />for possible alternatives to get the soundwall constructed as soon as possible <br />and place this matter on the next agenda. <br /> <br /> PUBLIC HEARINGS <br /> There were no public hearings presented at this meeting. <br /> <br />MATTER CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at this meeting. <br /> <br /> 4 1-20-87 <br /> <br /> <br />
