309 <br /> Further Council discussion ensued regarding the need for more definite <br />construction and acquisition cost estimates for the southerly end of Bernal <br />Avenue extension. Mr. Elliott advised it would take approximately six weeks <br />to obtain this information. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Mayor Mercer, to <br />continue for six weeks approval of the agreement with the Lins for the <br />southerly end of the Bernal Avenue Extension. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Mohr, and Mayor Mercer <br />NOES: Councilmember Butler <br />ABSENT: None <br />ABSTAINED:Councilmember Wilson <br /> <br /> Mr. MacDonald prepared the random drawing for Councilmembers Butler, Mohr, <br />and Mayor Mercer. By the random drawing Councilmember Butler and Mayor Mercer <br />abstained from participation in the following two actions; Vice Mayor Mohr <br />selected the draw to participate, and took over chairing the meeting. <br /> <br />Approve Agreement with Amador Valley Savings and Laon for northerly end of the <br />Bernal Avenue Extension <br /> It was moved by Councilmember Brandes to continue this item six weeks, <br />since the moratorium cannot be waived until a decision is made on the souther- <br />ly end of the Bernal Avenue extension. <br /> <br /> The motion died for lack of a second. <br /> <br /> Councilmember Brandes stated he had some concerns about this situation <br />because of the question of the Santa Anita development. <br /> <br /> It was moved by Vice Mayor Mohr, and seconded by Councilmember Wilson, <br />that Resolution No. 87-383, approving an agreement with Amador Valley Savings <br />and Loan regarding the northerly extension of Bernal Avenue; and authozing the <br />Mayor to execute same, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmember Wilson and Vice Mayor Mohr <br />NOES: CouncilmEmber Brandes <br />ABSENT: None <br />ABSTAINED:Councilmember Butler and Mayor Mercer <br /> <br />Rescind Resolution No. 85-130, Liftin9 the Vineyard Avenue Moratorium <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wil- <br />son, to continue this item six weeks. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Wilson, and Vice Mayor Mohr <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilmember Butler and Mayor Mercer <br /> <br /> Mayor Mercer took over the chair. <br /> <br /> Mr. Roger Manning asked for a clarification on the Growth Management Or- <br /> dinance introduced earlier; would the Gooch application approved earlier to- <br /> night be eligible for the 12 unit exemption? After discussion, it was moved <br /> by Councilmember Wilson, and seconded by Councilmember Butler, that this item <br /> be placed prior to the amended growth management ordinance on the September <br /> <br /> - 17 8-18-87 <br /> <br /> <br />
