Zoning for the property is PUD <br /> (Planned Unit Development)-Medium Density Residential/Open Space District <br /> <br /> Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 87:361) dated August 18, 1987, regard- <br /> ing this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the <br /> negative declaration. <br /> <br /> ~ Ms. Lily Chang, 465 South Matilda, Sunnyvale, representing the applicant, <br />~_~ stated she is in agreement with the staff report. She stated the review of <br /> the Growth Management Program at the last City Council meeting and the pos- <br />~ sible lifting of the moratorium on Vineyard Avenue will have a tremendous im- <br />CQ pact on this property. Diamond Properties is a small residential company and <br />~ only build one project at a time. She advised they were notified in the early <br /> part of this year that the Pleasanton School District had this property for <br /> sale; she made an agreement with the School District that if she could obtain <br /> Growth Management Program approval she would make the sale. Diamond Proper- <br /> ties has put up considerable up-front funds relative to this project. She <br /> advised the project has been reduced from 36-units to 25-units. At this point <br /> they have complete exterior and floor plans. She stated it is a quality proj- <br /> ect with unique design and will be an asset to the community. She urged Coun- <br /> cil to take into consideration the School District's financial need, and ap- <br /> prove this project. <br /> <br /> Mr. Roger Manning, representing Land Planning Consultants, who represent- <br /> ing the School District on the sale of surplus property, presented a letter <br /> from Superintendent James urging approval of this project. <br /> <br /> Mr. Don Feyrer, 683 Windmill Lane, stated the residents of Windmill Lane <br /> met last Saturday to discuss the Bernal Avenue extension and Independence <br /> Drive. They have concerns regarding the I intersection at Bernal Avenue; that <br /> road impacts all Old Towne residents. They also would like Independence Drive <br /> removed from the map and a temporary street on Bernal Avenue to be either re- <br /> paired or resurfaced until all mitigation measures are met. He felt there <br /> needs to be alternative ways open for access to this area. Mr. Feyrer stated <br /> that he had never received notification of any action regarding Bernal Avenue <br /> improvements except a short memorandum from the Planning Department relative <br /> to the agreements for the completion of Bernal Avenue that is on this agenda; <br /> he did not feel this was sufficient notification of these relevant matters. <br /> <br /> - 10 - 8-18-87 <br /> <br /> <br />
