CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Dick Balocco, 659 Windmill Lane, stated that he and other property <br />owners from 647 to 695 Windmill Lane, seek immediate relief from an unaccept- <br />able situation created by Shea Homes development. He advised there is a stag- <br />ing area immediately behind their homes creating dust and noise. He stated <br />the property owners were not notified of the development, the staging area, or <br />the proposed access road. He advised that all the walnut trees have been <br />removed, heavy equipment uses the road, construction starts at 6:00 a.m. and <br />continues until after 8:00 p.m., and that a cyclone fence has been erected. <br />Mr. Elliott advised that the staging area would be removed tomorrow and that <br />grading should be completed within ten days. After discussion, Mayor Mercer <br />instructed staff to meet with representatives of residents from Windmill Lane <br />to resolve this matter as soon as possible, and also to see that Shea Homes <br />complies with the conditions set forth in the ordinance approving the <br />development. <br /> <br /> Ms. Margaret Tracy, 1262 Madison Avenue, Livermore, presented a letter to <br />Council regarding the use of groundwater basin. Her key questions were: (1) <br />how far down will the groundwater be drawn; (2) how often will the groundwater <br />basin be recharged; (3) who will pay for the recharge; (4) how much degreda- <br />tion in water quality can be anticipated; and (5} when water is desired from <br />the State for recharge, will it be available and at what cost. Mayor Mercer <br />instructed staff to contact Zone 7 to have a representative answer these ques- <br />tions at a future Council meeting. <br /> <br />PUBLIC HEARINGS <br />PUD-87-12, Application of Gooch and Associates and Harry Caldwell for develop- <br /> <br />ment plan approval for a 13-unit residential project to be located on an ap- <br /> <br />proximately 2 acre site, located at 3745 Vineyard Avenue. Zoning for the <br /> <br />property is PUD (Planned Unit Development)-Medium Density Residential District <br /> <br />Consider Adoption of Negative Declaration <br /> Mayor Mercer declared the public hearing open on this item, and continued <br />it to the meeting cf August 4, 1987, 8:00 p.m., in the Pleasanton Council <br />Chambers, at the request of the applicant. <br /> <br />PUD-87-13, Application of Gooch and Associates and Sylvia Riccio for develop- <br /> <br />ment plan approval for a 25-unit residential project to be located on an ap- <br /> <br />proximately 3.7 acre site, located at 3759 Vineyard Avenue.
