179
Mr. Mark Fiala, 3538 Helen Drive, stated the possibility of a junior high
school is a bigger issue than Cameron Drive, and it doesn't make sense. He
stated he would like to see the entire area looked at carefully, especially
traffic. He does not want to see Kamp Drive used as a funnel street.

Mr. Jim Liu, 3625 Kamp Drive, stated no one wants to lose the rural atmo-
sphere in this area. He added it makes sense that traffic go from interior
streets to periferal streets. He stated there seems to be a great possibility
of too much development; he supported the temporary closing of Cameron Avenue
and the most logical solution.

-- There being no further testimony, Mayor Mercer declared the public hearing
closed on this item.

After discussion, it was moved by Councilmember Brandes, and seconded by
Councilmember Butler, to uphold the established street pattern (keeping Cam-
eron Avenue open) and deny Cases PUD-83-10-4M, PUD-83-12-3M, and PUD-86-15-2M.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer
NOES: None
ABSENT: None

It was moved by Mayor Mercer, and seconded by Councilmember Butler, to add
to the agenda the subject of whether to reconsider the decision to make the 28
foot portion of Cameron Avenue a public street in light of the fact that the
Council had just discovered that Section 1805 of the Streets and Highways Code
requires public streets to be 40 feet in width unless the Council finds by 4/
5th vote that the public convenience and necessity require a narrower width.
The roll call vote was as follows:
AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer
NOES: None
ABSENT: None

Mr. MacDonald advised the Council that their earlier action was adopted by
a 4/5th vote and that the findings were sufficient to meet the requirements of
Section 1805 Streets and Highway Code.

Council discussion ensued regarding the width of private and public
streets. Mr. Swift advised that the streets for this area that was approved
by Council are 28 feet wide, meandering street, parking on one side of the
street only, and rolled surbs to be consistent with the rural atmosphere. He
stated that bas Homes is requesting the streets be made public steets. Coun-
cil took no action regarding this matter.

MATTERS CONTINUED FOR DECISION
There were no matters continued for decision presented at this meeting.

REPORTS OF BOARDS AND COMMISSIONS
There were no reports of Boards and Commissions presented at this meeting.

REPORTS OF THE CITY MANAGER
Request of Northern Group for Growth Management Exemption

Request of Trammell Crow for Growth Management Exemption
Mr. Swift presented his report (SR 87:255) dated June 2, 1987, regarding
this matter.

8 - 6-2-87
