451 <br />areas are available for building of homes and condominiums; and no other area <br />offers a rural way of life. He asked Council not to approve this application, <br />which if approved would erode a rural way of life and reflect upon the <br />heritage of the community. <br /> <br /> Mr. Donald Temple, 6409 Alisal, stated the residents in the Happy Valley <br />area have paid heavily for a rural way of life. Mr. Spotorno's lawyer states <br />he only wants to build homes for his children which is acceptable. Mr. Temple <br />stated he objects to rezoning from low density which could lead to 320 homes <br />in a relatively small area, which would be out of character to the rural area. <br />He stated that children go horseback riding and they do not need 350 cars or <br />more on the narrow roads creating traffic hazards. In the past the City Coun- <br />cil has indicated they want to preserve the rural area - two years ago the <br />City and Happy Valley residents spent over 5,000 man hours trying the maintain <br />the environment and compromise with the City. He felt there should be minimum <br />five acre lots in order to preserve the quietness of this area and provide <br />safety. <br /> <br /> Mr. Phil Sherer, 686 Happy Valley Road, stated he moved his family to this <br />area to enjoy the rural atmosphere. He stated that while development of the <br />subject property may not be planned for the immediate future, others may want <br />to develop it later. He felt the Planning Commission did not recognize the <br />real problems associated with all of this area; development will have a domino <br />effect and will destroy the entire hillside and rural atmosphere. He urged <br />denial of the application. <br /> <br /> Ms. Suzanne Cook, 6443 Alisal, stated that in August the residents of this <br /> area sent a letter of protest; this one man's application will effect the <br /> living conditions of over 100 people. If rezoning occurs building will begin <br /> and roads will have to be widened, which will seriously impact properties and <br /> the animal habitat. <br /> <br /> Ms. Pennie Cooper, 6525 Alisal, resident for 16 years, active in 4H and <br /> FFA, stated she is opposed to the plan and agrees with all the comments stated <br /> so far. She sees deer, fox, and other wild life near her home, which would <br /> destroyed by development. She urged preservation of this area. <br /> <br /> Ms. Carrie Largent, 804 Happy Valley Road, asked all those in the audience <br /> who are opposed to the rezoning application to stand; approximately 40 people <br /> stood. <br /> <br /> Mr. Tom Smith, 1070 Happy Valley Road, stated he favored a total of one <br /> house every five-ten acres. <br /> <br /> Mr. Bud Barlow, 6723 Alisal, stated he disagreed with the environmental <br /> assessment of the application in the following areas: (2) impact on existing <br /> uses - insignificant; he felt there will be significant impact on existing <br /> uses; (5) water related impacts insignificant; he felt staff was surely <br /> aware of the water and flooding problems in the Happy Valley area; and (7) <br /> traffic and circulation impacts insignificant; he stated the road would have <br /> to be widened and improved which would significantly impact the property <br /> owners on this street. He felt Mr. Spotorno deserves concern about his prop- <br /> erty and the other residents deserve concerrn about their environmental <br /> living. He felt that access to the Spotorno property should be from the <br /> north, which will have to be tied into any rezoning.
