447 <br />Report on the Intersection of Golden Road and Harvest Road <br /> Mr. Elliott presented his report ('SR 87:541) dated December 15, 1987, <br />regarding this matter. <br /> <br /> Mr. David Stites, 1296 Harvest Road, stated he has read the staff report <br />and felt that many of the points he raised were observed by the Traffic Com- <br />mittee; they basically support the need to upgrade traffic control at this <br />intersection. He added that staff offers no reason against upgrading. He <br />advised that other interested citizens have initiated a petition in the area <br />south of Del Valle Parkway and Golden and Harvest relative to crosswalks and <br />crossing guards. Mr. Stites felt there was justification to upgrade traffic <br />control at the intersection of Golden and Harvest Roads. <br /> <br /> Mr. Scott Miner, 1507 Ramblewood Way, stated that rather than having a <br />four-way stop at this intersection maybe a line in the roadway and appropriate <br />signage citing the curve ahead as well as increased police patrol would take <br />care of the problem. <br /> <br /> After discuss'o ~j t was moved by Councilmember Wilson, and seconded by <br />Councilmember ~, ~t Resolution No. 87-558, establishing a four-way stop <br />sign at the intersection of Golden Road and Harvest Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Wilson stated he would like a three-way stop sign at Foot- <br />hill Road and Bernal Avenue. Staff advised that this area is in the County so <br />the City cannot take any action until the property is annexed, which is expec- <br />ted shortly. Mr. Elliott stated he would ask the County to consider install- <br />ing a three-way stop in this intersection. <br /> <br /> Councilmember Brandes asked staff to also contact the Board of Supervisors <br />regarding the left turn lanes on Bernal Avenue onto Valley; to keep the lanes <br />as they are during the Fair for all year. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Mr. Leo Amsell, 234 Main Street, stated there has been a great incon- <br /> venience for the merchants at the south end of Main Street with the intersec- <br /> tion construction and to wait another six months to see the outcome of the <br /> traffic situation was very inappropriate in his opinion. He asked Council to <br /> reconsider this matter. Council did not take any further action relative to <br /> the issue. <br /> <br /> PUBLIC HEARINGS <br /> GP-87-4, Application of Alex Spotorno to amend the Land Use Element designa- <br /> tion of the General Plan of an approximately 145 acres of the 160 acre site <br /> located generally in the area northeast of the intersection of Alisal Street <br /> and Happy Valley Road from Public Health and Safety to Low Density Residential <br /> or any other land use designation deemed in the public interest <br /> <br /> 6 - 12-15-87 <br /> <br /> <br />
