455 <br />parcel from "Open Space" to "Commercial and Offices" The property is located <br />on the southwest corner of the intersection of First Street and Stanley <br />Boulevard and is currently zoned "A" (A~ricultural) District <br /> <br />Consider Adoption of Negative Declaration <br /> Councilmember Mohr stated she is affiliated in business with John Caroline <br />but he has sold the property in question and therefore there is no Conflict of <br />Interest relative to this item. <br /> <br /> Mr. Swift presented his report (SR 87:549) dated December 15, 1987, <br />regarding this matter. <br /> <br /> Mr. Greg Mix, partner/owner of the property, presented detailed site <br />plans, elevations, access and other characteristics of the proposed office <br />project. <br /> <br /> Councilmember Brandes asked what Mr. Mix's comment is to the Planning Com- <br />mission recommendation to deny the subject application to the outcome of the <br />Downtown Specific Plan and traffic study. Mr. Mix stated there is no con- <br />flict. Mr. Swift advised that the results of the report are available in the <br />staff report, and that Council must take action on this item within a certain <br />amount of time. <br /> <br /> Mayor Mercer asked if there is sufficient amount of easement to widen the <br />street without taking any of this property. Mr. Mix advised there is signifi- <br />cant space before getting to this property, and if necessary they will par- <br />ticipate in land dedication. <br /> <br /> Mr. Brent Wilson, representing his parents at 3988 Stanley Boulevard, <br /> stated Art Dunkley, the other partner/owner, met to go over the plans. Mr. <br />Wilcox felt the plans will work, and he is in favor of the application. <br /> <br /> No one in the audience spoke in opposition to the application or the nega- <br />tive declaration. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br /> closed on this item. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Wil- <br /> son, that Resolution No. 87-560, determining on the basis of a review of ini- <br /> tial environmental study done for this project, that no significant environ- <br /> mental impact would occur as outlined in the City's guidelines and that a <br /> negative declaration is appropriate in connection with GP-85-10, application <br /> of Dunkley/Mix for a General Plan amendment to the Land Use Element of the <br /> General Plan re redesignate an approximately 0.32 acre parcel from Public <br /> Health and Safety to Commercial and Offices, located on the southwest corner <br /> of the intersection of First Street and Stanley Boulevard, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br /> Councilmember Mohr, that Resolution No. 87-561, approval of GP-85-10, applica- <br /> tion of Dunkley/Mix for a General Plan amendment to the Land Use Element of <br /> the General Plan to redesignate an approximately 0.32 acre parcel from Public <br /> <br /> - 10 - 12-15-87 <br /> <br /> <br />
