It was moved by Councilmember Mohr, and seconded by Councilmember Wilson, <br />that Resolution No. 87-538, appointing Robert E. Butler as ViceMayor, effec- <br />tive immediately to November 1988, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Butler thanked the Council for their vote of confidence in <br />this matter, and stated he would put forth his best efforts as Vice Mayor. <br /> <br />Vacancy on Housin9 Authority Board <br /> Mayor Mercer advised that the term of Ron Smith on the Housing Authority <br />Commission would expire January 25, 1988. He stated he recently interviewed <br />for another vacancy on this Commission; he asked if Council would prefer he <br />advertise for the vacancy, select from the present list, or reappoint Mr. <br />Smith. After discussion, Council requested Mayor Mercer select from the al- <br />ready established list as well as reconsider Ron Smith for reappointment. <br /> <br />Proposed Legislation <br /> Councilmember Brandes requested staff to get information from San Jose <br />regarding proposed legislation to have no time given off for good behavior for <br />those who have committed violent crimes. Mayor Mercer instructed this matter <br />be placed on the next agenda. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committe Reports presented at this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Ms. Sharon Hines, 780 Main Street, stated several downtown business people <br />are in attendance at this meeting regarding their concern for the street con- <br />struction at the south end of Main Street and its adverse effect on businesses <br />in this area. She presented a petition, signed by 1089 citizens, which read <br />as follows: <br /> <br /> "We, the undersigned, feel that the Main Street road construction and ul- <br /> timate lack of a lefthand turn onto Sunol Boulevard has been and will con- <br /> tinue to be detrimental to the small businesses located on Main Street or <br /> near vicinity, causing them loss of business and revenue because of re- <br /> duced traffic flow. We request the City of Pleasanton reconsider this <br /> matter and allow for a lefthand turn onto Sunol Boulevard from Main <br /> Street. Main Street should stay the Main Street it's always been (the <br /> heart of downtown), the heart of Pleasanton's heritage. We want to pro- <br /> mote business to the maximum." <br /> <br />Ms. Hines asked for a more positive and logical solution in order to generate <br />business. She also requested that all businesses be notified individually <br />when this type of change is contemplated. <br /> <br /> Mr. Swift advised that this matter will be considered by the Planning Com- <br />mission at their meeting of December 9, 1987, and could be placed on the City <br />Council agenda for December 15, 1987. <br /> <br /> Mr. Elliott stated the report would address how the City came to the con- <br />clusions for the design now under construction, alternatives to that design, <br />the left turn movement, and the costs associated with a change in design. <br /> <br /> 4 - 12-1-87 <br /> <br /> <br />
