381 <br /> It was moved by Councilmember Wilson, and seconded by Councilmember Mohr, <br />that Resolution No. 87-473, denying without prejudice, AP-87-14, application <br />of Thomas Black for a major modification to an approved development plan for a <br />residential subdivision to modify the permitted building envelope for an ex- <br />isting parcel located at 4 Red Feather Court, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr, Wt'lson, and Mayor Mercer <br />NOES: Councilmember Butler <br />ABSENT: Councilmember Brandes <br /> <br /> Mayor Mercer stated that item 12b on the agenda would be considered at <br />this time. <br /> <br />REPORTS OF THE CITY MANAGER <br />Review of Bids and Award of Contract for Hopyard Soundwalls,...CIP 87-53 <br /> Mr. Elliott presented his report (SR 87:465) dated October 20, 1987, <br />regarding this matter. <br /> <br /> Mr. Greg Thome, 1745 Paseo Del Cajon, representing the homeowners in this <br />area, stated they unanimously support the split face eight foot high sound- <br />wall. He stated the property owners are willing to tear down the old fence to <br />eliminate some of the costs, in order to have save money that could be applied <br />to the better soundwall. <br /> <br /> After discussion, it was moved by Mayor Mercer, and seonded by Councilmem- <br />ber Wilson, that Resolution No. 87-474, after review of bids, award contract <br />to The Yard of Modesto for a low bid of $138,489.60 for a seven foot high <br />block split-face soundwall on Hopyard Road; authorizing execution of the con- <br />tract by the appropriate city officials; and appropriating an additional <br />$34,000 from the street CIP budget for traffic signal controller replacement <br />project, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Brandes <br /> <br />PUBLIC HEARINGS (Contd.I <br />Z-87-454, City of Pleasanton, Application of the City of Pleasanton for design <br /> ti <br />review approval for addi ons and modifications to the existing City Hall and <br />the former School District headquarters building located at 200 Old Bernal <br />Avenue and 123 Main Street, respectively. The property is zoned "P" (Public <br />and Institutional}/"CO" (Civic Overlay} Districts <br /> Mr. Swift presented his report (SR 87:475) dated October 20, 1987, regard- <br />ing this matter. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> No one in the audience spoke in favor of or in opposition to the <br />application. <br /> <br /> Mayor Mercer declared the public hearing closed. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br /> that Resolution No. 87~475, approval of Z-87-454, application of the City of <br /> Pleasanton for design review approval for additions and modifications to the <br /> existing City Hall at 200 Old Bernal Avenue and the former School District <br /> <br /> 12 - 10-20-87 <br /> <br /> <br />
