381 It was moved by Councilmember Wilson, and seconded by Councilmember Mohr, that Resolution No. 87-473, denying without prejudice, AP-87-14, application of Thomas Black for a major modification to an approved development plan for a residential subdivision to modify the permitted building envelope for an ex- isting parcel located at 4 Red Feather Court, be adopted. REPORTS OF THE CITY MANAGER Review of Bids and Award of Contract for Hopyard Soundwalls,...CIP 87-53 Mr. Elliott presented his report (SR 87:465) dated October 20, 1987, regarding this matter. Mr. Greg Thome, 1745 Paseo Del Cajon, representing the homeowners in this area, stated they unanimously support the split face eight foot high sound- wall. He stated the property owners are willing to tear down the old fence to eliminate some of the costs, in order to have save money that could be applied to the better soundwall. After discussion, it was moved by Mayor Mercer, and seonded by Councilmem- ber Wilson, that Resolution No. 87-474, after review of bids, award contract to The Yard of Modesto for a low bid of $138,489.60 for a seven foot high block split-face soundwall on Hopyard Road; authorizing execution of the con- tract by the appropriate city officials; and appropriating an additional $34,000 from the street CIP budget for traffic signal controller replacement project, be adopted. The property is zoned "P" (Public and Institutional}/"CO" (Civic Overlay} Districts Mr. Swift presented his report (SR 87:475) dated October 20, 1987, regard- ing this matter.
