205

CITY COUNCIL COMMITTEE REPORTS
There were no City Council Committee Reports presented at
this meeting.

MEETING OPEN TO THE PUBLIC
Ron Schneider, 650 Orofina Court, stated that he was under
the impression from several previous meetings that a Master Plan
for Vineyard Avenue was to have been prepared. He wondered
whether this had ever come to fruition. He felt this was a
necessary expense in light of some of the pro3ects in that
area.

Mr. Swift responded that he has not been instructed to do a
Master Plan for Vineyard Avenue. This could be done by
direction of City Council. He estimated that the cost of this
could be between $30,000 and $5d,000; however, it has not been
part of the budgeted programs, but could be put in the next
fiscal year if the Council desires.

Councilmember Brandes supported the idea of a Master Plan,
but felt it should be discussed at budget time.

Councilmember Butler also supported the idea and felt that
Council would like to see it included in the budget.

The Councilmembers agreed that this ltem should be included
in the budget and that it should be discussed in a work
session. It was noted that the principal issue on Vineyard
Avenue is the traffic situation and commercial development.

Mayor Mercer told Mr. Schneider that he would be informed
of the work session relating to the Vineyard Master Plan.

Mr. Schneider commended Mr. MacDonald for his work.

Del Val!e/Arroyo Parkwa,]~
Gary Cose, 4086 Stanley Blvd., requested information about
the Del Valle/Arroyo Parkway, stressing that the traffic in that
area is of great concern. He said he was under the impression
that there is a plan to change that area, and believed that
something should be done or the plan should be eliminated. He
indicated that he wished to add on to his home but felt he could
not because of the possibility of the street change.

Mayor Mercer said monies were not in the buOget for that
pro3ect.

Mr. MacDonald informed Mr. Cose that if he wanted to add on
to his house, he was free to do so. Then if the City needed
that land, they would have to pay him fair market value for it.

Discussion with Mrs. Birdie Bianchi
Mrs. Bianchi, 4529 Railroad Avenue, wished to discuss
redevelopmerit. She reported that she had received a letter
stating that the City needed some of her land. She expressed
great opposition and concern about this possibility, stating

Page 8 4-5-88
