205 <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at <br />this meeting. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> Ron Schneider, 650 Orofina Court, stated that he was under <br />the impression from several previous meetings that a Master Plan <br />for Vineyard Avenue was to have been prepared. He wondered <br />whether this had ever come to fruition. He felt this was a <br />necessary expense in light of some of the pro3ects in that <br />area. <br /> <br /> Mr. Swift responded that he has not been instructed to do a <br />Master Plan for Vineyard Avenue. This could be done by <br />direction of City Council. He estimated that the cost of this <br />could be between $30,000 and $5d,000; however, it has not been <br />part of the budgeted programs, but could be put in the next <br />fiscal year if the Council desires. <br /> <br /> Councilmember Brandes supported the idea of a Master Plan, <br />but felt it should be discussed at budget time. <br /> <br /> Councilmember Butler also supported the idea and felt that <br />Council would like to see it included in the budget. <br /> <br /> The Councilmembers agreed that this ltem should be included <br />in the budget and that it should be discussed in a work <br />session. It was noted that the principal issue on Vineyard <br />Avenue is the traffic situation and commercial development. <br /> <br /> Mayor Mercer told Mr. Schneider that he would be informed <br />of the work session relating to the Vineyard Master Plan. <br /> <br /> Mr. Schneider commended Mr. MacDonald for his work. <br /> <br />Del Val!e/Arroyo Parkwa,]~ <br /> Gary Cose, 4086 Stanley Blvd., requested information about <br />the Del Valle/Arroyo Parkway, stressing that the traffic in that <br />area is of great concern. He said he was under the impression <br />that there is a plan to change that area, and believed that <br />something should be done or the plan should be eliminated. He <br />indicated that he wished to add on to his home but felt he could <br />not because of the possibility of the street change. <br /> <br /> Mayor Mercer said monies were not in the buOget for that <br />pro3ect. <br /> <br /> Mr. MacDonald informed Mr. Cose that if he wanted to add on <br />to his house, he was free to do so. Then if the City needed <br />that land, they would have to pay him fair market value for it. <br /> <br />Discussion with Mrs. Birdie Bianchi <br />Mrs. Bianchi, 4529 Railroad Avenue, wished to discuss <br />redevelopmerit. She reported that she had received a letter <br />stating that the City needed some of her land.
