193 <br /> <br /> After further discussion, it was moved by Councilmember <br />Brandes, seconded by Mayor Mercer for approval of 0 to 4. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Mayor Mercer <br />NOES: Councilmembers Butler, Mohr, and Wilson <br />ABSENT: None <br /> <br /> It was moved by Councilmember Wilson, seconded by <br />Councilmember Mohr for approval of staff's recommendation as <br />stated in SR:88:115. <br />The roll call vote was as follows: <br />AYES: Councilmembers Mohr and Wilson <br />NOES: Councilmembers Brandes, Butler, and Mayor Mercer <br />ABSENT: None <br /> <br /> It was moved by Mayor Mercer t~ approve 0 to 500. <br /> <br /> The motion died for lack of a second. <br /> <br /> Mayor Mercer declared the public hearing open on this item. <br /> <br /> Sharrell Michelotti, 7873 Olive Court, stated that the <br />Planning Commissionts recommendation was to deny but it states <br />in the Staff Report that the recommendation was that the Council <br />adopt the Commissionts original recommendation which was what <br />the Citizen's General Plan Residential Review Committee had <br />recommended. She referred them to the July 8 minutes which <br />shows that when the recommendation originally came to the <br />Council before the General Plan recommendation, that it was for <br />650 units per year average over a 4-year period, which is <br />different than what is presently shown on the staff report. She <br />stated the Citizen's Committee had recommended from 260 to 650 <br />and with the exemptions going to a cap of 1,000. After the <br />recommendation came through, the Council adopted the 260 t~ 650 <br />but put unlimited rather than a cap of 1,000. When this came <br />before the Planning Commission, the recommendation was to <br />reinstitute the cap of 1,000 and to recommend that 260 to 650 <br />units be included, but they averaged 650 over a 4-year period. <br />That meant that if an exceptional project came up, it could go <br />to 1,000 one year, but be balanced over a 4-year period to 650. <br /> <br /> She continued that tonight she wished to address them as a <br />citizen. She basically supported 0 to 650 and that the <br />exemptions be included in that number. She recommended that the <br />State of the City Report be looked at every year and that <br />decisions be based on that. She said she could also support 0 <br />to 500. She expressed concern that when the limit is set that <br />the upper limit is always reached and that this greatly affects <br />the school and traffic systems. <br /> <br /> Mayor Mercer declared the public hearing closed. <br /> <br /> It was moved by Councilmember Mohr, seconded by <br />Councilmember Butler, that Resolution No. 88-155 amending the <br /> <br /> Page 14 4-5-88 <br /> <br /> <br />
