83 <br /> <br /> Mr. Henry Hatten, 3963 Fairlands Drive, stated the Hopyard Road inter- <br /> change is one of the greatest messes in Pleasanton; he urged Council not to <br /> make the same mess out of Santa Rita Road. He felt all future development in <br />C) North Pleasanton should be terminated until such time as the interchange can <br />(ZXZ) be put in place at this intersection. <br />{Y) Mr. Jim Miller, 3633 Camelot Court, feels the project should be held off <br />~ until the improvements at Santa Rita Road are completed and a proper traffic <br />me[ study done. He stated that Council made a big mistake by approving the <br /><X[ McDonalds; they should have listened to the surrounding property owners to not <br /> allow such a business at this location. <br /> <br /> Mr. Joe Staska, 3233 Gulfstream, stated the major concern is traffic at <br /> this intersection. An updated traffic survey is underway which should be com- <br /> pleted within four weeks. He urged Council to delay a decision on the pro- <br /> posed project until after review of the updated traffic study. He felt more <br /> direct intense pressure should be brought to bear upon Caltrans, the Federal <br /> Bureau of Highways, and local representatives to respond in a more timely man- <br /> ner to growing suburban scrawl {traffic congestion) in the valley. He pres- <br /> ented a rough draft from the citizens in northeast Pleasanton regarding <br /> Pleasanton traffic congestion as follows: <br /> <br /> "Resolved that the citizens of Pleasanton vote on a ballot measure placing <br /> a moratorium on all commercial and industrial development in the City of <br /> Pleasanton until the City, Hacienda Business Park, Cal Trans and the <br /> Federal Bureau of Highways finalize a master traffic plan which adequately <br /> manages projected traffic flow through the major freeway intersections <br /> {existing and proposed) on I680 and I580. The finalized traffic plan <br /> should, as a minimum standard, include the following: <br /> <br /> * a specific time table for completion by project {existing and pro- <br /> posed) should be established. <br /> <br /> * the Hopyard interchange should be completed. <br /> <br /> * a specific completion date for the Stoneridge interchange should be <br /> established. <br /> <br /> * the Hacienda interchange should have final approval and completion <br /> dates should be scheduled. <br /> <br /> * no further development surrounding the I580/Santa Rita Road inter- <br /> change should be permitted until the Santa Rita/I580 interchange is <br /> completed. <br /> <br /> * the I580/I680 interchange traffic flow should be reviewed, appropri- <br /> ate modifications approved and completion dates set. <br /> <br /> Further resolve that the commercial and industrial building moratorium <br /> would automatically be reinstituted should the completion dates as <br /> specified by project not be met. In addition, that the residents of <br /> Pleasanton vote (non binding) by ballot every five years on the master <br /> traffic plan." <br /> <br /> - 8 - 2-16-88 <br /> <br /> <br />
