He did <br />~ not feel this project would have any significant impact on the downtown. He <br /> felt there is no need for further studies and would object to a Study District <br />~ on the three proposed projects that are in the planning process in the down- <br />~ town area. <br /> <br /> Councilmember Brandes stated he does not have a problem with the project <br /> per se but is trying to make the point that the three mentioned projects could <br /> have a dramatic impact on the downtown area in 15-20 years. He felt further <br /> study should be given to the area. <br /> <br /> Councilmember Mohr asked when the Specific Plan for Downtown would be com- <br /> pleted. Mr. Swift advised that the draft should be done this month, it will <br /> be reviewed by the Downtown Association and Chamber of Commerce, and will be <br /> presented to Council in late summer. <br /> <br /> Councilmember Wilson asked how much money is in the parking assessment <br /> district referred to by Mr. Finch. Mr. Swift advised that the money was spent <br /> on the parking lot that was built behind Mr. Finch's establishment; there is <br /> another parking fund in the budget. <br /> <br /> It was moved by Councilmember Wilson, and seconded by Councilmember But- <br /> ler, that Resolution No. 88-55, determining on the basis of a review of ini- <br /> tial environmental study done for this project, that no significant environ- <br /> mental impact would occur as outlined in the City's guidelines and that a <br /> negative declaration is appropriate in connection with Z-87-564, application <br /> of Ted Mavridis for design review approval to construct a nineteen unit apart- <br /> ment complex with an approximately 1,150 sq. ft. retail commercial space to be <br /> located at 4319 Railroad Street, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> It was moved by Councilmember Wilson, and seconded by Councilmember But- <br /> ler, that Resolution No. 88-56, denying the appeal by the City Council, Case <br /> AP-88-03, thereby approving Z-87-564, application of Ted Mavridis for design <br /> review approval to construct a nineteen unit apartment complex with an ap- <br /> proximately 1,150 sq. ft. retail commercial space to be located at 4319 Rail- <br /> road Avenue, subject to conditions contained in Attachment A of Staff Report <br /> 88:53, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> RZ-87-10~ Application of the City of Pleasanton to amend the Municipal Code to <br /> establish regulations and procedures pertaining to recycling facilities and <br /> related matters <br /> Mr. Swift presented his report (SR 88:45) dated February 2, 1988, regard- <br /> ing this matter. <br /> <br /> 9 - 2-2-88 <br /> <br /> <br />
