Mr. Tom Paisley stated he has just moved here from Tokyo, and is impressed <br /> by the quietness of the community; he does not want any development that will <br /> be eating up the environment and creating noise and pollution. <br />0 <br />(]C) Mr. Robert Craig, 660 E. Angela, stated there are safety hazards on Angela <br />Cy} Street already; he opposes the extension. <br />~ Mr. Roger Manning, 239 Main Street, speaking on behalf of St. Augustine's <br />~ parish, stated they agree with the staff report, especially the extension of <br /><X[ Angela Street, to alleviate traffic congestion in the Pleasanton Heights area. <br /> <br /> Mr. Gene Pons, 832 Abbie Street, had concerns regarding the language of <br /> the agreement and its legality; particularly the street plan adjustments sec- <br /> tion. He also expressed concern regarding item 8 of the environmental impact <br /> report relative to noise; he felt additional landscaping would be necessary to <br /> reduce noise levels. <br /> <br /> Mr. Swift advised that the negative declaration is intended to apply to <br /> the construction of Bernal Avenue and the extension of Angela Street. The <br /> agreement for precise plans for the road will come back as well as specific <br /> plans for grading. This negative declaration will suffice for those plans at <br /> that time. Any development would have to process and environmental impact <br /> report or negative declaration with any plans. <br /> <br /> Mr. Ted Fairfield, representing Kottinger Ranch, stated the agreement will <br /> benefit Kottinger Ranch and allow development without the condemnation <br /> process. <br /> <br /> Mr. Rich Bressem, 4937 Monaco, stated he wants the road to remain a two <br /> lane street. He does not want it changed because of development pressure. <br /> <br /> Mayor Mercer presented a letter to Council from Dagmar Fulton, Miradot <br /> Drive, expressing no objection to the project as planned. <br /> <br /> This concluded the public testimony. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wil- <br /> son, that Resolution No. 88-61, determining on the basis of a review of ini- <br /> tial environmental study done for this project, that no significant environ- <br /> mental impact would occur as outlined in the City's guidelines and that a <br /> negative declaration is appropriate in connection with the agreement with <br /> Roselma Bonde et al for street dedication and annexation, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, and Wilson <br /> NOES: Mayor Mercer <br /> ABSENT: None <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br /> Councilmember Butler, that Resolution No. 88-62, approval of agreement with <br /> Roselam Bonde et al for street dedication and annexation, but changing the <br /> wording to read under Section 4. Other Obligations of City, Paragraph B.
