Review of LAFCO's staff recommendations of Pleasanton's Sphere of <br />Influence <br /> Mr. Swift presented his report (IR 88:05) dated January 19, <br />1988, regarding this matter. <br /> <br /> Mr. Ted Fairfield, Civil Engineer representing the Jamieson <br />Company, requested that a 500 foot strip of the Rhodes and Jamie- <br />son property lying south of Livermore Airport be removed from the <br />sphere boundary; Livermore has built one-half of a major <br />thoroughfare at this location and it would be fruitless to pursue <br />annexation of that parcel to Pleasanton. <br /> <br /> After discussion, it was moved by Councilmember Wilson, and <br />seconded by Councilmember Brandes, that a representive of the <br />City of Pleasanton be at the LAFCO meeting on January 21, 1988, <br />to urge LAFCO to adopt a sphere boundary as proposed by LAFCO <br />staff with the addition of the southeast hills area north of <br />Highway 84, and excluding the small rectangular piece of Rhodes <br />and Jamieson property south of the Livermore Airport. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br />Consideration of Agreement Providing for Stabilization of Mobile <br />Home Space Rents <br /> Mr. MacDonald presented his report (SR 88:19) dated January <br />19, 1988, regarding this matter. <br /> <br /> Mr. Fred Stemerick, representing the Pleasanton Mobile Home <br />Owners Association, stated that in September 1987, his group <br />presented a proposed space rent stabilization ordinance to con- <br />trol excalating space rent increases. At that time Council in- <br />structed the Mobile Homeowners Association, the Mobile Park <br />owners, and City staff to meet to try to work out an ordinance <br />that would be agreeable to everyone involved. Mr. Stemerick <br />stated that several meetings have taken place and a reasonable <br />compromise agreement worked out. He thanked the Council, City <br />Attorney, and City Manager for their cooperation in this matter. <br /> <br /> Mr. Earl Krunke, 3231 Vineyard Avenue, stated it is assuring <br />to have an agreement which embodies the support of the City <br />Council. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, thanked the City <br />Council, City Attorney, and City Manager for their work done on <br />the proposed agreement. <br /> <br /> Ms. Babe Tebo, 785 Rose Avenue, thanked Council and staff for <br />their assistance in this matter; she stated the mobile home peo- <br />ple did not get all they wanted but it is a start. <br /> <br /> - 4 - 1-19-88 <br /> <br /> <br />
