The officer or employee must immediately make a written disclosure <br /> of the lease or rental agreement to the Agency and the City Council. <br /> <br /> In addition, Section 33130.5 permits an officer, employee, consultant or <br /> agent of the Agency or City to purchase or lease property within a project <br /> area for personal residential use, subject, however, to certain restric- <br /> tions. The Agency must first certify that the improvements to be built or <br /> other work to be done on the property to be leased or purchased have been <br /> completed or that no work needs to be done on the property. Any such of- <br /> ficer or employee who purchases or leases such property must immediately <br /> disclose that fact in writing to the Agency and the City Council and the <br /> disclosure must be entered on the Agency's minutes. Any such officer or <br /> employee is thereafter disqualified from voting on any matters directly <br /> affecting such lease, purchase or residency. A failure to disclose such <br /> interest constitutes misconduct in office. <br /> <br /> Disclosure forms will be available from the Agency. Completed forms also <br /> will be kept on file in the Agency offices. <br /> <br /> This letter shall be entered into the minutes of the City Council of the <br /> City of Pleasanton and the Pleasanton Community Development Agency." <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Butler stated that since the last meeting Councilmember have <br />had time to further review the left turn on Main Street/Bernal issue. It was <br />moved by Councilmember Butler, and seconded by Councilmember Wilson, that the <br />Main/Bernal/Sunol Intersection item be reconsidered at this meeting. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br /> Councilmember Butler stated he felt the left turn from Main Street onto <br />Bernal Avenue should be included in the trial and review period of six months <br />at this location. <br /> <br /> Councilmember Mohr stated that traffic counts at the south end of Main <br />Street were taken before construction started; she requested that counts be <br />taken at the end of construction and again six months later to determine the <br />traffic flow in this area. <br /> <br /> Mayor Mercer stated he felt that if improvements are installed they should <br />be permanent, not temporary. He stated there will be confusion if the left <br />turn lane improvements are installed, then removed. He favors a left turn <br />lane, but feels it should be done on a permanent basis; allowing staff the <br />appropriate amount of time to get it done. <br /> <br /> Councilmember Brandes stated the six month trial period voted for by Coun- <br />cil at the last meeting will allow staff to determine exactly what need to be <br />done at this intersection to best serve the traffic flow. He felt this is <br />still the correct way to approach the matter. <br /> <br /> Councilmember Wilson asked the Director of Public Works if the design of <br />the left turn could be made permanent at this time. Mr. Elliott advised that <br />it could be made a permanent fix, and the work could be started tomorrow <br />weather permitting, with a completion date of two-three weeks. <br /> <br /> - 4 - 1-5-88 <br /> <br /> <br />
