He would like to <br />have all the facts put together, either Council is dealing through their <br />negotiator or it is not dealing through its negotiator. If Co~uncil is going <br />to start dealing directly with City employees that is fine, but it should deal <br />through its negotiator or go through the process that is set up now to make <br />sure Council knows what all the issues are, or get rid of the negotiator. He <br />stated he will not vote for an Executive Session before having all the facts <br />frc~ the City's negotiator. <br /> <br /> It was moved by Ommci~ Wilson, and seconded by Counci~ Mohr, <br />to hold an emergency Executive Session at the conclusion of this meeting to <br />discuss PCEA labor negotiations. ' <br />The roll call vote was as follows: <br />AYES: Cemlcilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Counci~ Butler stated he concurred with Councilmember Brandes, <br />Council has worked through it's negotiator because that is how the process is <br />established; on the other hand he is certainly willing at any time to talk <br />about any problem with the City. <br /> <br /> Mr. Lynn stated there is no meeting with the state mediator scheduled as <br />far as he is aware of. He stated that at the last meeting the lady mediator <br />told them to go to the Mayor and Council to get their attention. He advised <br />that the City's negotiator has negotiated Martin Luther King birthday holiday <br />for other cities. Mr. Lynn stated there was once a feeling of warmth between <br />City employees and maD~gement/Council - employees are being driven further and <br />further from that. <br /> <br /> Ken Maxwell, City employee, stated he is unhappy that the negotiations <br />have dragged out for so long; he feels four and one half months is too long. <br />He needs the cost of living increase. He stated he is happy to be working for <br />the City of Pleasanton and feels the employees are doing a fine job. He <br />stated he felt management would be doing a fine job if they would get these <br />negotiations settled. <br /> <br /> Jeff Walker, City employee, stated he is a member of the negotiating team <br />and has been in that capacity for three years. It was one year ago that City <br />employees came to Council because they were unhappy with the way their <br />negotiations were being handled; the r~on they are back is because they <br />truly do not believe the negotiator is serving his function properly. It used <br />to be an effective process but now the process is taking too long and not <br />getting the desired results. He stated that accord was reached with the <br />police and fire unions in less than two months. He stated Council has treated <br />employees well in past years; don't stop now. <br /> <br /> Rick Mueller, Chemical Specialist and PCEA member, stated his job is <br />interesting and challenging and he took the position in Pleasanton because he <br />believed that labor and management were well balanced and that Council would <br />deal fairly. He added that he could not afford to live in Pleasanton.
