Mr. Chris Beratlis, Chairman of the Board of Amador Valley Savings and <br />Loan and project manager, stated he is sorry about the misunderstanding; he <br />thought everything was worked out. He stated the grades are on line with the <br />plan that was approved. He did not feel he was violating any condition of <br />approval. He stated the contracts have been let and the contractors are ready <br />to go to work; 90% of the dirt moving is done. He stated he is willing to <br />meet with the neighbors and would like to do so as soon as possible; he was <br />sorry they have not contacted him before now. <br /> <br /> Mrs. Joan Stillian, 3118 Catawba Court, stated she has not contacted Mr. <br />Beratlis but did get in touch with Mr. Alexander, Alexander and Associates, <br />and made him aware of her concerns. <br /> <br /> Council instructed staff to meet at the grading site with the developer <br />and neighbors before the grading plan is approved and prior to building per- <br />mits are issued in order to determine if the project is proceeding as approved <br />by Council, and according to how the neighbors understood it. Mr. Elliott <br />stated he would endeavor to get a meeting set up on Wednesday. Councilmembers <br />asked to be informed of the date and time so they could also be present. <br /> <br /> Mr. Thurman Caudill, Augustine Street, thanked the Council for changing <br />the "no parking" signs in front of his house to restricted parking from 10:00 <br />a.m. to 8:00 p.m. He advised it is working out satisfactorily. He felt there <br />would not be a problem is the restriction was from noon to 8:00 p.m., which <br />would give the residents more freedom of movement. <br /> <br /> Councilmember Wilson stated that with the improvements made to Bernal <br />Avenue, Valley Avenue and Hopyard Road, traffic in the downtown area during <br />the Fair is not the problem that it formerly was; maybe there does not need to <br />be any parking restrictions. <br /> <br /> Police Chief Eastman stated a survey was taken two years ago and the resi- <br />dents requested "no parking" on their streets. He advised it would be easier <br />on the City to have no restrictions. He suggested taking another survey be- <br />fore Fair time next year to see what, if any, restrictions are necessary. <br /> <br />PUBLIC HEARINGS <br />item 9a <br />Adopt Resolution of Necessity Regarding Molinaro Property <br /> Mr. Beougher stated that Mr. Molinaro~s attorney wrote a letter requesting <br />a continuance of this item until July 19, 1988. <br /> <br /> Mayor Mercer requested that when this item is considered again that the <br />Catholic Church property be included. He explained that four properties are <br />involved in the park; two have already dedicated land which leaves the Molina- <br />ro and Catholic Church property to deal with. Mr. Beougher stated he has been <br />negotiating with the Catholic Church but is not sure that he can have details <br />completed by the next meeting. <br /> <br /> Councilmember Brandes stated he felt the residents are concerned about <br />having their five acre park without further delay. He stated there are funds <br />allocated in the Capital Improvement Budget this year to develop the park. <br /> <br /> Mr. Liu, representing Garden of Mohr Park Homeowners Association, stated <br />they would like to have the park as soon as possible. He advised that resi- <br />dents from surrounding developments are also in favor the having the park in <br /> <br /> - 8 7-5-88 <br /> <br /> <br />
