He advised there are no side- <br /> walks on one side and that children must cross the steet in order to go to the <br /> park. There are approximately 40 children in this area; he felt to increase <br /> traffic would be a dangerous situation for all concerned. <br /> <br /> Mr. Jim Sandlet, 7815 Foothill Knolls Drive, stated he felt it is prudent <br /> to tie in the TMI development to school development; even with the passage of <br /> Measure B sometimes the funding and construction processes are slow, and the <br /> school is a very necessary feature to this area. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing <br /> closed on this item. <br /> <br /> Councilmember Brandes stated he is not comfortable with the EIR; he is <br /> concerned about the issue of proper use of the land and the entire nature of <br /> what will be happening on Foothill Road. He stated Council has taken great <br /> effort to protect the ridgelands and he did not want a freeway at the bottom <br /> of the ridge to destroy the rural atmosphere. He felt Foothill Road should <br />C) not be widened and that the adobe should be preserved. He stated that cer- <br />(DID tification of the EIR depends on what type of project is proposed. <br /> <br />~ Councilmember Butler stated that Councilmember Brandes raised some points <br />~ that need to be considered but the proper place to address them is at the ap- <br /><[ proval of the project; he does not see any problem with the EIR. <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mohr, <br /> that Resolution No. 88-286, after making the findings set forth in Exhibit A <br /> of Staff Report 88:168, certify that the Environmental Impact Report has been <br /> completed in compliance with CEQA and that Council has considered the informa- <br /> tion in the Final Environmental Impact Report, be adopted. <br /> The roll call vote was as follows: <br /> ~-. AYES: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Mayor Mercer stated a new developer has taken over this property and they <br /> have not had a chance to meet with the neighbors to discuss their concerns. <br /> He stated Council has met with the previous developer; and he would vote <br /> against their proposed project. He stated he is willing to spend more time <br /> with the neighbors and new developers if the neighbors think that something <br /> satisfactory could be worked out. <br /> <br /> Councilmember Brandes stated he felt the new developer has had time to <br /> meet with the neighbors and address their concerns. He did not think Bernal <br /> Avenue and Foothill Road should be widened. He stated it is nice to have <br /> houses fronting on Foothill Road; he would like to see that north of Bernal <br /> Avenue on Foothill Road. He felt the density is too high; R-1-40,000 zoning <br /> would be more appropriate. He is opposed to a road connecting this develop- <br /> ment to the Foothill Knolls development; it should be a walk path and emergen- <br /> cy access only. He felt the Adobe park should be expanded; with that the area <br /> can remain semi-rural. He stated that if Foothill Road is straightened out <br /> there will probably be more accidents.
