471 <br /> "The Committee held interviews with each of the applicants for 1989 growth <br /> management allocations. After a great deal of consideration, the recom- <br /> mendation of the Committee is approval of: Blackburn {Texeira) 41; <br /> Heritage Gardens {Gooch) 23 and 12; of the remainder lots in Foxborough - <br /> I of Romero and 1 of Beratlis; also the remainder lots in Amador Valley <br /> Savings and Loan project 13 for a total of 91. The balance of available <br /> units {71} should be assigned to the City owned 14 acres in Val Vista. <br /> The growth management allocation will go with the land in the event the <br /> City would sell or exchange the property. <br /> <br /> "It was the Committee's feeling that the projects within the Vineyard area <br /> moratorium would have been granted approval in prior years but for the <br /> moratorium. When it lifted, it is appropriate that they now be permitted <br /> to proceed." <br /> <br /> Mr. MacDonald advised that Councilmember Butler and Mayor Mercer would <br /> have to abstain from participation in the Amador Savings and Loan portion of <br /> the report, due to the previous draw as to which Councilmembers could partici- <br /> pate because of conflict of interest. <br /> <br /> Councilmember Brandes stated he felt it is not appropriate at this time to <br />C]) give any growth management allocation in light of the uncertainty of the im- <br /> pact for units already approved. By not approving any allocations this year <br />(3[] it would not mean a non-growth year because of construction of units previous- <br />{v} ly approved and not built until this year. He also felt it is premature to <br /> assign anything to the potential deal with the School District for trade of <br />~ the land in Val Vista. <br /> <br /> Councilmember Butler stated the fact that there have been a given number <br /> of units approved in prior years and not built does not mean Council has not <br /> had an effective growth management program. By adding 71 allocations for <br /> small projects, as recommended by the Committee that Council appointed, in no <br /> way can be termed as being uncategorized growth; Council is staying within the <br /> guidelines. <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Wilson, <br /> that Ordinance No. 1366, to be read by title only and waiving further reading <br /> thereof, modifying the Growth Management Program to permit the School District <br /> to obtain growth management approval on lands without PUD approval, be <br /> introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: Councilmember Brandes <br /> ABSENT: None <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Wilson, <br /> that Resolution No. 88-284, approving growth management allocations for 1989 <br /> as follows: Blackburn (Texeira) 41; Heritage Gardens (Gooch) 23 and 12; and <br /> the remainder lots in Foxborough - I of Romero and I of Beratlis, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Butler, Mohr, Wilson, and Mayor Mercer <br /> NOES: Councilmember Brandes <br /> ABSENT: None <br /> <br /> It was moved by Councilmember Mohr, and seconded by Councilmember Wilson, <br /> that Resolution No. 88-285, approving thirteen growth management allocations <br /> <br /> - 5 6-21-88 <br /> <br /> <br />
