351 <br /> <br /> Management Committee she would like Council to give the Committee some al- <br /> lowance for small projects. <br /> <br />C) Mayor Mercer stated he would like to determine how many units should be <br /> allocated to the School District; under growth management there are 162 units <br />C)C) to disburse. <br /> <br /> Councilmember Brandes asked if the School District property, (the 13 acres <br /> to be traded by the City), meets the criteria to apply for growth management <br /> allocations. Mr. MacDonald advised it would not at the present time. <br /> <br /> Councilmember Brandes stated it was not his understanding that action has <br /> been taken to give the 13 acres of property to the School District. He stated <br /> the City has not neglected the School District; by giving them $4 million and <br /> supporting the School Bond issue on the June ballot. He stated one of the <br /> reasons for long term agreements was for the City to be able to select the <br /> types of project it wanted, not to set priorities before the project was <br /> selected. He felt the quality of the project and benefit to the City should <br /> be the only considations in determining whether or not a project receives <br /> growth management allocations; not how much money a developer has spent on <br /> improvements, or how long he has been waiting for whatever reason. He stated <br /> the only reason the City is have trouble with the units now is that so many <br /> have been approved already. The only rationale is to stop approving project <br /> if Council is serious about stopping growth. More projects mean more people, <br /> more traffic, and more stress to provide service; every small project adds to <br /> that. Before Council goes on, they need to know what the results of the <br /> actions already taken are; that impact is not known yet. <br /> <br /> Councilmember Wilson stated the City is not giving the School District 13 <br /> acres, it is an exchange for park land. <br /> <br /> Councilmember Brandes stated the City has a 50 year lease on the park <br /> land. <br /> <br /> Councilmember Wilson stated the City Attorney does not think the lease <br /> would stand up in Court. The City is trying to work with the School District <br /> in the best interests of all concerned. <br /> <br /> Mayor Mercer stated the School District has a 7.6 acre park site that the <br /> citizens want the City to buy; he thought the City could trade for the 13 <br /> acres near the sewer plant but to make the 13 acres valuable the School Dis- <br /> .... trict would need the growth management allocations. He stated Council needs <br /> to address the backlog and what units can be made available for the School <br /> district. <br /> <br /> Councilmember Wilson asked staff to define backlog, whether it is 3500 or <br /> 2000. <br /> <br /> Mr. Swift stated that staff created in the materials Council was given, <br /> any project that was not finaled as a project that had received approval that <br /> was not yet completed with the effects of that the students were in the <br /> schools, the traffic was on the street, etc.; those projects are lumped into <br /> past backlog any project that received growth management approval from the <br /> years 1987 or earlier had not yet received a building permit final. To that, <br /> staff also added the 1988 approvals that had already been given to date - <br /> there are approximately 900 units in 1988 that are out there, some of which <br /> <br /> 12 5-17-88 <br /> <br /> <br />
