He strongly encouraged support of the <br />plan and felt it will benefit downtown as well as the overall <br />City. <br /> <br /> Ms. Beverly Hoye stated she has worked on this project in <br />marketing for two years, attending regional and national marketing <br />meetings. She advised the only tenant that will be attracted to <br />this location is a supermarket, which will be the highest and best <br />use of the land. She stated the project is expertly designed and <br />will best enhance the gateway to the entrance of the City. <br /> <br /> The following persons spoke in opposition to the appeal: <br /> <br /> Mr. Richard L. Irby, 3780 Stanley Boulevard, owner of the <br />land across the street from the proposed development, presented <br />his letter dated December 17, 1988, which stated that over the <br />past six months Stanley Partners has been planning the development <br />of a 200,000 sq. ft. shopping center on property located on <br />Stanley Boulevard across from his property. To accomplish their <br />objective, Stanley Partners will be required to widen Stanley <br />Boulevard by an additional 50 feet and install substantial <br />improvements to service a full commercial shopping center. He <br />stated the problem is that Stanley Partners are not willing to <br />dedicate anything from their side but are almost demanding that he <br />totally accommodate their needs. Their original hope was for the <br />City to take Mr. Irby's land under a condemnation proceeding and <br />pay absolutely nothing and then proceed to give it to Stanley <br />Partners for development. Because of their approach, no <br />transaction has been possible to date, and barring a big change in <br />their business philosophy and methods, nothing will be <br />accomplished in the future. <br /> <br /> Mr. Irby set forth in his letter some history regarding the <br />way Stanley Partners have handled the negotiations for the <br />proposed road alignment. He stated the latest communication was <br />on December 5, 1988, when he received a map setting forth a <br />modification which still takes 50 feet across the front of his <br />property, except in front of his store. This is clearly <br />unacceptable and goes against Stanley Partners recent word of only <br />wanting 25 feet. As in the past, they have offered nothing from <br />their side. This plan still substantially affects his residence <br />and is totally unacceptable. Mr. Irby stated the result will be a <br />future condemnation for the other 25 feet on his side and further <br />long drawn out harrassment to him and his family. He stated that <br />as of December 17th he has not heard from Stanley Partners and as <br />of this time he hereby withdraws his offer due to non-action on <br />their part as it appears that no agreement is possible. His only <br />request is to be left alone. <br /> <br /> Mr. Ray White, owner of the property next to Mr. Irby, known <br />as the Ray's Electric property, stated he bought this property two <br />years ago but had his business at this location for the past ten <br />years. He stated he is not against a project across the street <br />but is against giving his property to benefit development on the <br /> <br /> - 10 - 12-20-88 <br /> <br /> <br />
