No action was required or taken by <br />Council on the item. <br /> <br />item 5b <br />Results of the 1988 Transportation Systems Management fTSM) <br />Program <br /> Mr. Swift presented his report (IR 88:84) dated November 15, <br />1988, regarding this matter. No action was required or taken by <br />Council on the item. <br /> <br /> Mr. Bob Reid, 1157 Spring Valley Commons, Livermore, stated <br />this report speaks for itself. He stated it is important because <br />the TSM Ordinance and its implementation are a joint effort <br />between the private sector and the City. As Chairperson of the <br />Task Force for the TSM Program, he is proud to be a part of this <br />program. Although there are provisions in the Ordinance of a <br />requirement nature, the efforts and attitudes of those serving on <br />the Task Force has been one of voluntary cooperation and he is <br />proud of the successes. Mr. Reid stated this program has received <br />nation-wide attention and he commended City staff for their <br />expertise in the program. He stated his purpose here tonight is <br />to assure Council that this program is a viable and healthy <br />program. <br /> <br />MATTERS INITIATED BY COUNCILMENBERS <br />item 6a <br />Scheduling of Public Hearinqs <br /> Mayor Mercer stated he asked that this item be placed on the <br />agenda in order to discuss the possibility of having two public <br />hearings on the Redevelopment Plan because of the importance of <br />this matter. He suggested opening the scheduled public hearing on <br />December 6, 1988, taking all public testimony, then continuing the <br />public hearing to the first meeting in January to take testimony <br />of those not able to attend the December 6th meeting. <br /> <br /> Council discussion ensued regarding the ramifications of not <br />making a decision on the item until after January 1, 1989. Mr. <br />Lee, Principle Planner, advised that the City would lose <br />approximately $200,000 in tax increments if a decision is not made <br /> 4 <br /> <br /> 11-15-88 <br /> <br /> <br />
