3O7 <br /> <br />item 5d <br />Minor Modification to PUD-84-17-5M, Tract 5553, Ponderosa Homes <br /> Mr. Swift presented his report (IR 88:82) dated November 1, <br />1988, regarding this matter. No action was required or taken by <br />Council on the item. <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br />item 6a <br />East Bay Reqional Park District Bond Measure on November 8 Ballot <br /> Mayor Mercer stated this item was considered at the meeting <br />of October 18, 1988, and was continued because of a tie vote. <br /> <br /> Mrs. Dagmar Fulton, 4536 Mirador Drive, stated she spoke at <br />the last meeting in opposition to this bond issue. This is the <br />third time in a year the voters have been asked to vote for park <br />bonds for East Bay Regional Park District. She advised the Park <br />District has never had sufficient funds for maintenance; why <br />should the public be asked to buy more land without adequate <br />maintenance and policing. She felt the bond measure would add <br />more than 47 cents to the taxpayers bills. It was her feeling <br />that East Bay Regional Park District has sufficient open space at <br />this time. She stated the City of Pleasanton has no guarantee <br />they will receive anything out of this bond issue; East Bay <br />Regional Park District has been less than honorable in the past. <br />She added these are not parks for people but open space only and <br />she did not feel the City has the right to load taxpayers with <br />more taxes for open space when there is not sufficient money to <br />maintain the parks. She urged a No vote on Measure AA. <br /> <br /> Mrs. Bey Beckendorf, representing the League of Women Voters, <br />stated she is a native of San Francisco but could not buy property <br />there because of the high costs; she and her family moved to <br />the East Bay and are delighted to be able to use the open space <br />provided by the East Bay Regional Park District. She felt the <br />measure represents a legitimate expenditure of public funds. She <br />urged a Yes vote on the park issue. <br /> <br /> Mrs. Jocelyn Combs, Second Street, and member of the Board of <br />Directors for the East Bay Regional Park District, stated that 75% <br />of the bond measure funds will go to East Bay Regional Park <br />District and 25% will be allocated to the local community. She <br />stated that of the 75% for East Bay Regional Park District 75% <br />will be used for land acquisition and 25% for development. She <br />advised that Pleasanton's share will be approximately $406,000, <br />based on population. She reviewed the various projects that are <br />proposed to be accomplished with the additional funding from this <br />measure; i.e. land acquisition, improvement of trail system, and <br />park development. She stated these public funds are necessary to <br />preserve open space for future use. She urged a Yes vote on <br />Measure AA. <br /> <br /> Mrs. Sue Plotkin, a twenty year resident of Pleasanton, <br />stated that the environment has changed greatly in the last twenty <br />years; houses are competing with nature.
