277 <br /> <br /> MATTERS INITIATED BY COUNCILMEMBERS <br /> item 6a <br /> Extension of Mirador Drive to Bernal Avenue <br /> Mr. Elliott presented his report (SR 88:491) dated October <br /> 18, 1988, regarding this matter. <br /> <br /> Mayor Mercer stated he requested that this item be placed on <br /> the agenda because of the concerns of constituents. He advised <br /> that he met with representatives of the developer and City staff <br /> regarding the issue. <br /> <br /> Councilmember Brandes stated he does not feel it is <br /> appropriate for the Council to take action at this time; he favors <br /> the staff recommendation to place the item on the next Capital <br /> Improvement Program for further review. <br /> <br /> Councilmember Butler stated he agrees; the project may or <br /> may not be one that the City is interested in; the staff <br /> recommendation makes sense. <br /> <br /> Councilmember Wilson stated this is a very important <br />extension. As set forth in in the staff report, it will enhance <br />traffic circulation. He stated that because this property is <br />under the Williamson Act and is not annexed to the City and <br />because the project cannot be completed with the Bernal Avenue <br />project, he felt the matter should be continued, and done in the <br />future. <br /> <br /> Ms. Pat Murray, 4470 Mirador Drive, quoted from the staff <br />report that "the extension of Mirador Drive to Bernal Avenue would <br />definitely enhance overall traffic circulation in this section of <br />the community". She questioned whom it would enhance. She stated <br />that Mirador Drive was not developed to sustain additional <br />traffic. <br /> <br /> Ms. Charlotte Severin, 4513 Mirador Drive, stated her concern <br />is the prematurity of this extension. She would like to know if <br />it will be automatically placed in the Capital Improvement Program <br />this next year. She stated the periphery road has just been <br />opened and there has not been an opportunity to ascertain how <br />traffic will flow. She requested to be notified well in advance <br />when this subject will again be reviewed by Council. <br /> <br /> Mr. Gene Pons, President of the Pleasanton Heights Homeowners <br />Association, stated that he only received notice regarding this <br />matter on the previous Friday; he would appreciate being notified <br />much sooner the next time the matter is considered so that he has <br />an opportunity to call a meeting of the homeowners association to <br />discuss the issue. <br /> <br /> Ms. Dagmar Fulton, 4536 Mirador Drive, stated she has lived <br />at this residence for 23 years and has always known that someday <br /> Mirador Drive would be extended to be a through street.
