He added that in a <br />couple of years the landscaping will cover the fences. <br /> <br /> Mrs. Sue McKinley, 1608 Martin Avenue, stated that anyone who <br />purchases property for $500,000 is going to take pride in that <br />home. She expressed concern that the opponent to the fences is <br />going to complain about every improvement the homeowners make. <br />She added no other neighbors are offended. <br /> <br /> Mr. Leo Heckathorn, 4202 Stanley Boulevard, stated there are <br />eight foot high soundwalls all around town; what difference does <br />an eight foot fence make. <br /> <br /> Mr. McKinley, 1608 Martin Avenue, stated there are eight foot <br />high soundwalls along Martin Avenue with more proposed on Trenery <br />Drive, so an eight foot fence will not be setting a precedent. <br /> <br /> There being no further testimony, Mayor Mercer declared the <br />public hearing closed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Butler, as follows: (1) The Council finds that the <br />proposed fences conform to the objectives of Chapter 18 of the <br />Municipal Code; that as conditionally approved the fences assist <br />in providing privacy, in attenuating sound transmission, and/or in <br />reducing other annoyance from neighboring properties; and that the <br />fences do not significantly impact upon the aesthetics and safety <br />of the neighborhood nor upon the light and air to all affected <br />properties; and (2) Based on the above findings, the appeal of the <br />decision of the Design Review Board denying Case Z-88-34 is hereby <br />granted, and Resolution No. 88-502, approval of AP-88-25, the <br />application of Ken Gooch for design review approval to construct <br />fences, greater than six feet in height, located at 1608 Martin <br />Avenue and 3616 Nichole Avenue, subject to conditions set forth in <br />Staff Report 88:500, is hereby approved. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Wilson, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: Councilmember Mohr <br /> <br />MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision presented at <br />this meeting. <br /> <br />REPORTS OF BOARDS AND COMMISSIONS <br /> There were no reports of Boards and Commissions presented at <br />this meeting. <br /> <br />REPORTS OF THE CITY MANAGER <br />item 12a <br />Approval of Service Contract with Alameda County Library System <br />to Operate the Pleasanton Library <br /> - 14 - <br /> <br /> 10-18-88 <br /> <br /> <br />
