253 <br /> <br /> Mr. Elliott presented his report (SR 89:184) dated April 18, <br /> 1989, regarding this matter. <br /> <br /> Councilmember Tarver stated he is satisfied with the report <br /> and does not wish to take any further action at this time. <br /> <br /> Councilmember Brandes requested Council concurrence to <br /> discuss with Dr. James and the School District the expansion of <br /> the DARE program to include summer school. Council concurred. <br /> <br /> Councilmember Brandes suggested rearranging the Council <br /> agenda to have the Meeting Open to the Public after the public <br /> hearings; people who have scheduled items on the agenda sometimes <br /> have to wait hours before they can speak regarding their item. <br /> <br /> Vice Mayor Butler stated he would not want the Meeting Open <br /> to the Public part of the agenda moved to be later, but would <br /> support moving items 5, 6, and 7, to be heard after the public <br /> hearings. <br /> <br /> After discussion, Council concurred to change the order of <br /> the agenda as set forth above, and limit Meeting Open to the <br /> Public to no more than 5 minutes per speaker, on a trial basis. <br /> <br /> CITY COUNCIL COMMITTEE REPORTS <br /> There were no City Council Committee Reports presented at <br /> this meeting. <br /> <br /> MEETING OPEN TO THE PUBLIC <br /> Mr. Jim Pinto, 5004 Hillcrest Way, stated he received a <br /> citation ticket on his truck yesterday, that he has parked in the <br /> same place for the last ten years and has never received a ticket <br /> before. He asked if this was because of something he said at the <br /> last Council meeting. <br /> <br /> Vice Mayor Butler assured him there is no retaliation in this <br /> matter; State Law requires that a vehicle parked on a street must <br /> be moved every 72 hours. <br /> <br />- Mr. Walker stated that these kind of citations are given <br /> based on complaints. <br /> <br /> PUBLIC HEARINGS <br /> item 9a <br /> PUD-89-1, Application of Far West Associates for development plan <br /> approval to construct a 124-unit residential pro~ect and related <br /> improvements to be located on an approximately 20 acre site <br /> located easterly of the terminus of Stoneridqe Drive. Zoninq for <br /> the property is PUD fPlanned Unit Development)-Medium Density <br /> <br /> - 4 - 4-18-89 <br /> <br /> <br />
