residents at the end of the Court. She advised that Mrs. Peal <br />needs an 8 foot fence and Mr. Minor has stated he wants an 8 foot <br />soundwall on Arbutus Court. She would prefer a 3 to 4 foot high <br />soundwall behind her residence. <br /> <br /> Councilmember Brandes stated that noise would increase with <br />additional development. He stated there is merit to reducing the <br />soundwall from 8 feet to 6 feet, but only if the neighbors agree <br />to it. He asked staff if the soundwall could be built go from 8 <br />feet high down to 4 feet high and then back to 8 ft. high. Mr. <br />Elliott advised that it could be. <br /> <br /> Councilmember Brandes asked if a 3-4 ft. high soundwall could <br />be added onto later if the lower fence proved unsatisfactory. Mr. <br />Elliott stated it would not be very practical but it could be <br />done. <br /> <br /> Councilmember Tarver asked if the wall was designed to be a <br />soundwall. Mr. Elliott stated it will function as a soundwall. <br /> <br /> Councilmember Mohr asked now many decibals would it project <br />at the lower end. Mr. Elliott advised that sound tests indicated <br />there was not a noise problem in this area. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, to approve the plans and Specifications for <br />Phases I, II and III for the Foothill Road Soundwall, with the <br />addition that the area between West Las Positas and Oak Creek <br />Court that borders the cul-de-sac be lowered to 4 feet. <br /> <br /> After discussion, Councilmember Brandes withdrew his motion, <br />and Councilmember Mohr withdrew her second. <br /> <br /> Mr. Don Minor, 4432 Arbutus, thanked Council for enacting the <br />parking restrictions in the Oak Hill area near Foothill High <br />School. He strongly encouraged Council to approve the current <br />design of the soundwall at the 8 ft. level. He stated that that <br />height is needed because of heavy traffic on Foothill Road, the <br />danger of the wooden fences, and the noise factor. He advised <br />that the Oak Hills Homeowners Association totally supports the <br />soundwall project; it is a soundwall not a view wall. He feels <br />the wall should be the same height for continuity. <br /> <br /> Mr. Jack Hovingh, 4250 Muirwood Drive, asked that Council <br />give the people who want a view wall the same consideration as <br />other projects. <br /> <br /> Mrs. Dorothy Bevard stated she would like the project <br />approved and constructed as soon as possible; she has waited a <br />long time for it. <br /> <br /> Mr. David Melander, 7988 Limewood Court, stated the soundwall <br />should be 8 ft. high for Phases I and II. <br /> <br /> - 21 - <br /> <br /> <br />
