property is PUD (Planned Unit Development)-Medium Density <br /> Residential District <br /> <br /> Consider Adoption of Neqative Declaration <br /> Mr. Swift presented his report (SR 89:93) dated March 7, <br /> 1989, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the <br />application and the negative declaration. <br /> <br /> Mr. Larry Bridgman, the applicant, stated this property was <br />annexed last summer and zoned PUD with 3.8 units per acre, to keep <br />it a like project with the rest of the area. He stated the <br />project extends the Palmdale and Lynbrook Courts stubbed streets <br />to cul-de-sacs, while Forest Hill Drive is extended south toward a <br />future connection at Flagstone Drive. He stated elevations are <br />set to fit the terrain; the pads are as low as possible with <br />minimum grading. He stated that lots 25 and 26 have been adjusted <br />with detached garages so the lots could be lowered. He stated he <br />presented the plan to the neighbors. He addressed the concerns <br />regarding the single story and two story homes and stated that now <br />all homes are one story on the Kentwood property. He stated he is <br />within the density criteria. He stated there were concerns over <br />the traffic patterns as well as the imbalance going on Forest Hill <br />Drive; obviously Muirwood would be the normal routing. He is not <br />opposed to the theory of access on to Foothill Road but it needs <br />to be further studied by the City. He feels he has a good project <br />which meets the requirements of the City. <br /> <br /> The following persons spoke in opposition to this item: <br /> <br /> Mr. Harold McGuirk stated he is concerned about the FARS on <br />the proposed housing; he took measurements and they are much <br />larger than in the surrounding neighborhood. He feels the houses <br />are too big for the lots and the neighborhood. He wants more <br />space opened up. He presented a site plan suggesting how the lots <br />could be better situated to give more open space and be more <br />compatible with the surrounding neighbors. He stated there is a <br />problem with the roof heights; he wants equal peaks on the roofs <br />with existing homes. <br /> <br /> Ms. Laura Reinke, 5137 Forest Hill Drive, addressed the <br />potential traffic impacts. She stated the neighbors are concerned <br />about the safety of the children who live and play on the streets. <br />There is concern about emergency vehicle access. She stated the <br />Schaefer property traffic volume is unknown at this time. She <br />felt that in some instances the traffic study was oblivious to the <br />normal traffic flow. She stated the plan is it is makes Muirwood <br />Drive the only access to 35 new homes. She advised that the <br />intersection of Muirwood and Forest Hill is dangerous with very <br />limited vision, and speeding. <br /> <br /> Ms. Reinke addressed the matter of access to Foothill Road. <br />She presented pictures to show the limited line of vision from <br /> <br /> - 19 - 3-7-89 <br /> <br /> <br />
