269

Mr. Ben Fernandez, 4330 Fairlands Drive, stated San Jose's
Redevelopment Plan improvements have greatly enhanced that City,
and that Pleasanton will also be improved by adoption of the
Redevelopment Plan. It will allow streets, water and sewer
improvements, loans on sewer connection fees, earthquake
renovation assistance, low income loans for reconstruction of
older buildings, a marketing plan to solicit the best developers,
etc. He urged adoption of the Redevelopment Plan.

Mr. A1 Bronzini, 719 Main Street, spokesman for the Downtown
Association, stated this group would like to see the Redevelopment
Plan become a reality as a means of financing the improvements
included in the pared-down version of the Downtown Specific Plan,
and also certification of the Final Environmental Impact Report.
He stated the Downtown Association would be supportive of whatever
measures Council would take to approve funding for the purpose of
affecting the downtown improvements.

Mr. Bud Cornett, Ross Properties, representing the Edith
Trimingham Estate at 493-497 St. John Street, stated he supports
the Redevelopment Plan and feels it will enhance the downtown
area. He asked that if there is to be acquisition of property
that it be identified soon and steps taken to inform the property
owners how their property will be affected.

Mr. Gene Finch, 649 Main Street, stated he is in favor of the
Redevelopment Plan. He ask Councilmembers to take the information
presented in the last few months and make a decision. If the Plan
does not pass, then it can go to the voters.

Mr. Keith Wardin, 2931 Liberty Drive, stated he would like to
see the downtown revitalized and maintained, and he feels this is
an opportunity to do so; the Redevelopment Plan is a means to
finance those improvements and it is the only way in which the
priority is institutionalized.

Mr. Rick Minola, 1423 Groth Circle, stated he moved to
Pleasanton because of its downtown. He advised that redevelopment
plans have helped other cities and he feels it can work here. He
stated this is a means of financing independent businessmen who
need City Council help. He strongly supports the Redevelopment
Plan.

Mrs. Judith Mayhew, speaking as a businessperson at 610 Main
Street, stated that after spending eight years in Southern
California and seeing that situation, the one thing that will keep
Pleasanton from being a mass of blight will be to revitalize the
downtown area; otherwise improvements will have to be made through
the Capital Improvement Program, which could take years. She
stated that at this time the Redevelopment Plan seems to make more
sense.

- 9 - 2-21-89
