271 <br /> <br /> Vice Mayor Butler stated that documents will be made a part <br />of the record. <br /> <br /> Vice Mayor Butler opened the joint public hearing. He stated <br />that the state law under which we are acting is the Community <br />Redevelopment Law of the State of California. That law requires <br />that we follow certain procedures, some of them formal, in the <br />conduct of tonight's joint public hearing. <br /> <br /> Vice Mayor Butler stated that a transcript will be made of <br />the hearing. Persons making statements and giving testimony will <br />be subject to questions through the Chair. All persons desiring <br />to speak will be given an opportunity to do so. <br /> <br /> Vice Mayor Butler stated this is a combined hearing on both <br />the Redevelopment Plan and the certification of the Final <br />Environmental Impact Report on the Redevelopment Plan, so please <br />make it clear whether your remarks are directed to the <br />Redevelopment Plan, the adequacy of the Final Environmental Impact <br />Report, or both. <br /> <br /> Vice Mayor Butler stated the staff presentation tonight is in <br />the form of a written staff report dated December 6, 1988, and <br />February 21, 1989. This report has been distributed to the City <br />Council and Agency members and has been made available to the <br />public. <br /> <br /> Vice Mayor Butler stated that persons desiring to question <br />the staff on any of the evidence, through the Chair, will have an <br />opportunity to do so when we ask for public comments. At this <br />time, he invited members of the City Council and Agency to direct <br />questions concerning redevelopment to City staff or Redevelopment <br />Counsel. <br /> <br /> There were no questions by members of the City Council and <br />Agency at this time. <br /> <br /> Vice Mayor Butler stated that before proceeding, could he <br />have an indication by show of hands of those in the audience who <br />wish to speak tonight on the Redevelopment Plan or the Final <br />Environmental Impact Report. <br /> <br /> Approximately 25 people raised their hands. <br /> <br /> Vice Mayor Butler stated that City Council and Agency members <br />would now hear any statements or testimony from those present i__n <br />favor of the Redevelopment Plan or Final Environmental Impact <br />Report. <br /> <br /> Ms. Judith Mayhew, 610 Main Street, President of the Chamber <br />of Commerce, stated the Chamber presented written comments <br />concerning the Specific Plan and the Chamber approves of the <br />modifications made to that Plan.
