495 <br /> <br /> Councilmember Brandes stated he felt this is premature. <br /> <br /> Councilmember Tarver concurred with Councilmember Brandes. <br /> <br /> It was moved by Councilmember Mohr, and seconded by <br />Councilmember Butler, that Resolution No. 89-93, approving the <br />scope of Works for the West Pleasanton Annexation Feasibility <br />Study; and authorizing the City Manager to execute a contract for <br />the described fiscal consulting services, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmembers Brandes and Tarver <br />ABSENT: None <br /> <br />item 12b <br />Approval of Resolution Establishing a Loan Proqram to Encourage <br />Restaurants to Locate in the Downtown Area <br /> Mr. Walker presented his report (SR 89:76) dated February 21, <br />1989, regarding this matter. <br /> <br /> Mayor Mercer stated he felt soda fountains should be included <br />in the restaurants to be allowed. <br /> <br /> Councilmember Butler stated he felt 84 months is too long for <br />the loan period. <br /> <br /> Council discussion ensued regarding the rate of interest to <br />be charged on the loans. <br /> <br /> It was moved by Councilmember Brandes, and seconded by <br />Councilmember Mohr, that Resolution No. 89-94, establishing a loan <br />program to encourage restaurants to locate in the downtown area, <br />as set forth in Staff Report 89:76, and to allow soda fountains to <br />be included, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY ATTORNEY <br />item 13a <br />Status of Nielsen Park - Land Acquisition <br /> Mr. Roush presented his report (IR 89:17) dated February 21, <br />1989, regarding this matter, for the information of the Council. <br />No action was required or taken by Council on the item. <br /> <br />COMMUNICATIONS <br /> Mayor Mercer stated he has received a request from Castle <br />Construction Company asking for an extension to June 1st for their <br />Growth Management consideration, instead of April 1st. <br /> <br /> - 23 - 2-21-89 <br /> <br /> <br />
