495 Councilmember Brandes stated he felt this is premature. Councilmember Tarver concurred with Councilmember Brandes. It was moved by Councilmember Mohr, and seconded by Councilmember Butler, that Resolution No. 89-93, approving the scope of Works for the West Pleasanton Annexation Feasibility Study; and authorizing the City Manager to execute a contract for the described fiscal consulting services, be adopted. The roll call vote was as follows: AYES: Councilmembers Butler, Mohr, and Mayor Mercer NOES: Councilmembers Brandes and Tarver ABSENT: None item 12b Approval of Resolution Establishing a Loan Proqram to Encourage Restaurants to Locate in the Downtown Area Mr. Walker presented his report (SR 89:76) dated February 21, 1989, regarding this matter. Mayor Mercer stated he felt soda fountains should be included in the restaurants to be allowed. Councilmember Butler stated he felt 84 months is too long for the loan period. Council discussion ensued regarding the rate of interest to be charged on the loans. It was moved by Councilmember Brandes, and seconded by Councilmember Mohr, that Resolution No. 89-94, establishing a loan program to encourage restaurants to locate in the downtown area, as set forth in Staff Report 89:76, and to allow soda fountains to be included, be adopted.
