245 <br /> <br />item 7b <br />Tri-Valley Wastewater Authority - Status of Law Suit <br /> Mayor Mercer presented the memorandum of the Sewer Committee <br />dated February 1, 1989, regarding the status of the law suit <br />relating to the wastewater export project. This item was for <br />information only and no action was required or taken by Council. <br /> <br />MEETING OPEN TO THE PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />PUBLIC HEARINGS <br />item 9a <br />PUD-80-16-3D, Application of PacTel Properties for development <br />plan approval to construct a multi-buildinq, approximately 103,160 <br />sq. ft. retail commercial complex to be located on an <br />approximately 9.75 acre site qenerally in the area bounded by <br />Hopyard Road, Stoneridge Drive, Franklin Drive, and Johnson Drive. <br />Zoning for the property is PUD (Planned Unit Development)- <br />Industrial/Commercial and Offices District <br />(Contd. Open from 12-6-88, 1-3-89, and 1-17-89) <br /> Mayor Mercer declared this item withdrawn, at the request of <br />the applicant. <br /> <br />item 9b <br />SP-88-2, Application of TMI Analyst, the DeSilva Group, and the <br />City of Pleasanton to adopt the Laquna Oaks Specific Plan for a <br />155 acre site located in the northwest corner of the intersection <br />of 1-680 and Bernal Avenue <br /> Mr. Swift presented his report (SR 89:62) dated February 7, <br />1989, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the item. <br /> <br /> Mr. Bob Silva, Vice President of the DeSilva Group and <br />Managing Partner of Laguna Oaks, stated he has tried the address <br />the concerns of the surrounding residents that were expressed last <br />June. He stated he concurs with the recommendations of the <br />Planning Commission and City staff. He advised that the principal <br />issues are the road alignment, open space, and that the overall <br />density will not exceed low density. He stated his objective is <br />to plan a development that will be an asset to the community. <br /> <br /> Mr. Jim Boeddecker, President of the Foothill Knolls <br />Homeowners Association, stated this group is in favor of the <br />Laguna Oaks development. They became intimately aware of this <br />development eighteen months ago. He presented for the record a <br />letter dated April 9, 1988, to Council from the Foothill Knolls <br />Homeowners Association, setting forth their concerns at that time. <br />He stated the group is still concerned about the need for a <br />neighborhood school, the realignment of Foothill Road, the quality <br />of density, and park and recreation concerns. He stated they are <br />happy with the layout and completion of a small park in the area. <br />He stated there is the potential that the 1.5 acre park could be <br />undeveloped for five years, which they feel is much too long.
