205 <br /> <br /> Mr. Jack Hovingh, 4250 Muirwood Drive, stated he was <br />disappointed in Council's hasty decision to pay a salary to <br />commissioners; he feels commissioners are more dynamic when they <br />are volunteers and there are plenty of people who are willing to <br />work without remuneration. <br /> <br />PUBLIC HEARINGS <br /> item 9a <br />SP-88-1, Application of the City of Pleasanton to adopt a Specific <br />Plan for the Downtown Pleasanton area includinq land use, <br />circulation, parkinq and desiqn policies and improvements <br />encompassing an area generally bounded by Bernal Avenue, First <br />Street, Stanley Boulevard, Rose Avenue, and Pleasanton Avenue <br />(Contd. Open from 12-6-88 and 1-3-89) <br /> Mr. Swift presented his report (SR 89:39) dated January 17, <br /> 1989, regarding this matter. <br /> <br /> Mayor Mercer stated the Council held a workshop regarding the <br />Specific Plan on January 9, 1989. At the workshop, there was <br />discussion about reducing the amount of residential area that is <br />currently included in the Plan. He stated the reason for removing <br />most of the residential areas is because no public improvements <br />are proposed in that area. He advised that an alternative Plan <br />boundary would be Peters Avenue on the west, the Arroyo on the <br />north, First Street on the east, and New Bernal Avenue on the <br />south. These boundaries include some residential, but that <br />residential is zoned Office. <br /> <br /> Mr. Doug Safreno, owner of property on First Street, asked if <br />the proposed cul-de-sac of First Street has been eliminated. Mr. <br />Lee advised that it is under consideration. Mr. Safreno stated <br />that to cul-de-sac First Street would create a great hardship on <br />him. <br /> <br /> Mr. Norm Baughman, owner of Express Liquors, 4363 First <br />Street, asked why the change creating a cul-de-sac on First Street <br />and diversion of traffic away from this street. Mayor Mercer <br />stated that traffic comes off Sunol Boulevard and would be <br />directed on a proposed new four land road behind the stores on <br />First Street rather than in front. Mr. Baughman stated he is in <br />the retail business; his store is a convenience type operation <br />that depends upon the traffic customer for his business. He <br />stated he would have great difficulty in accepting this proposal <br />by the City of Pleasanton. <br /> <br /> Councilmember Brandes stated that the Specific Plan is a <br />guideline and is not set in concrete; it can be changed later if <br />deemed necessary. He added the Sunol Boulevard Extension is one <br />of the last priorities on the list of proposed improvements. <br /> <br /> Mr. Lee stated that any individual project would have to be <br />approved by the City Council, and that it would probably be <br />fifteen years before considering the possibility of First Street <br />being made a cul-de-sac. <br /> <br /> - 8 - 1-17-89 <br /> <br /> <br />
