141 <br /> <br /> It was moved by Councilmember Butler, and seconded by <br />Councilmember Mohr, after finding that the proposed realignment is <br />consistent with the City's General Plan policies, that Resolution <br />No. 89-225 be adopted, approving GP-89-1, the application of the <br />City of Pleasanton to amend the Circulation Element of the General <br />Plan by realigning Vineyard Avenue at its intersection with Clara <br />Lane to a straighter configuration, as depicted in Alternative #1 <br />on Exhibit A of Staff Report 89:124. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmembers Brandes and Tarver <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mohr, and seconded by <br />Councilmember Butler, that Resolution No. 89-226 be adopted, based <br />on a review of an initial environmental study done for this <br />project and on a finding that no significant environmental impact <br />would occur as outlined in the City's guidelines and on a further <br />finding that a negative declaration is appropriate in connection <br />with PUD-88-17, the application of Country Investors and George <br />Ward for development plan approval to construct a 23-parcel, <br />single-family residential project to be located on an <br />approximately 6.7 acre site located at 2667 Vineyard Avenue. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, Tarver, and Mayor Mercer <br />NOES: Councilmember Brandes <br />ABSENT: None <br /> <br /> Council discussion ensued regarding the road improvements, <br />curb, gutters and sidewalks. <br /> <br /> Councilmember Brandes stated he will oppose the application <br />because to approve the project will put pressure on the Growth <br />Management Program and will create further problems. It is <br />premature and should be considered at a time when other already <br />approved units have been built. <br /> <br /> It was moved by Councilmember Mohr, and seconded by <br />Councilmember Butler, to approve PUD-88-17, the application of <br />Country Investors and George Ward for development plan approval to <br />construct a 23-parcel, single-family residential project to be <br />located on an approximately 6.7 acre site located at 2667 Vineyard <br />Avenue, with the developer to widen the entire street but not <br />install curbs and gutters on the south side of Vineyard Avenue. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler and Mohr <br />NOES: Councilmembers Brandes, Tarver, and Mayor Mercer <br />ABSENT: None <br /> <br /> Councilmember Tarver stated that when this application was <br />originally looked at it was three units per acre; this is higher <br />density and he cannot favor it. <br /> <br /> - 9 - 5-16-89 <br /> <br /> <br />
