Mr. Smith advised that it was <br />~ not physically possible to annex when the project was started, but <br />'D at some point it may be possible to annex the property to the <br />[] City. <br /> <br /> Mr. Smith stated they would like to use the CSA surplus and <br /> work with the City beyond that. CSA requires both City and County <br /> approval. He stated he is not asking for an increase in capacity <br /> in the CSA but is asking for the capacity that is not already <br /> used. He stated he is willing to work with the City in order to <br /> solve the sewer problem. He stated it is the developer's desire <br /> to build the project to City standards and policies. The <br /> developer does not want to present his application to the Board of <br /> Supervisors without definite plans. He advised that he is <br /> willing to delay going to the County until after meetings with <br /> City staff to see what can be worked out to solve the sewer <br /> problem. <br /> <br /> Councilmember Brandes stated he is adamantly opposed to a <br /> package sewer plant. <br /> <br /> Councilmember Tarver stated he wanted to see what could be <br /> done within the City; if a CSA agreement is an alternative there <br /> has to be significant effort brought forth to see that it will <br /> benefit the City. <br /> <br /> After further discussion, Mayor Mercer directed staff to work <br /> with the developer and his attorney, treating the development as <br /> though it were in the City, to resolve the sewer problems; and <br /> also to address any impediments to possible annexation of this <br /> property to the City. <br /> <br /> Other Matters Initiated by Councilmembers <br /> Councilmember Butler stated he has received complaints <br /> regarding the use of Concord Street instead of Bernal Avenue by <br /> construction trucks going to the Kottinger Ranch development. <br /> .... Staff was to directed to investigate this matter and advise the <br /> developer to require construction trucks to use Bernal Avenue. <br /> <br /> Councilmember Mohr stated she has received complaints of <br /> speeding by trucks on Bernal Avenue at Kottinger going over the <br /> hill. Staff was directed to investigate this matter. <br /> <br /> Councilmember Mohr stated that when the citizens advisory <br /> committee was formed to review the Stoneridge Specific Plan, it <br /> was expected that a report and recommendation would be back to <br /> Council within 6-8 weeks.
