9 <br /> <br /> Ms. Martha Freebott, 3375 Norton Way, indicated the Council <br /> should ask for a new EIR. <br /> <br /> Ms. Susie Jackson, Lawrence Livermore National Laboratory, <br /> requested the City to defer stating its position until after the <br /> final EIS is available. She offered the Lab's expertise to help <br /> the Council evaluate and understand the proposal. <br /> <br /> Mr. Butler inquired if that expertise was made available to <br /> the Environmental Monitoring Committee. Ms. Jackson said she had <br /> not received notice of the meeting. <br /> <br /> Ms. Mary Leah Kelly, member of Tri-Valley Cares, indicated <br />two members of the Environmental Monitoring Committee were Lab <br />scientists who were technically competent to address the issues. <br />She also indicated the proposal is an unproven technology since it <br />will be burning new types of waste. The document of record is the <br />EIS and that is the document which should be commented on and have <br />questions answered before the project goes forward. The air <br />emissions will go over a 50 mile radius and several Bay Area <br />communities have gone on record requesting a new EIS. She urged <br />Council to request a new EIS and not wait for the Final EIS. <br /> <br /> Councilmember Butler suggested this is not the time to be <br />taking positions. It is not helpful to simply ask for a new EIS. <br />The DOE has already decided to reopen the issue. It would be <br />better for Pleasanton to formally pose the questions of the <br />Environmental Monitoring Committee to the DOE. He feels it is <br />risky to simply ask for a new DEIS. <br />Councilmember Brandes asked if what he was proposing was a <br />supplemental EIS. <br /> <br /> Councilmember Tarver indicated that if the initial draft EIS <br />is deficient in major ways, the Council should say that more work <br />needs to be done, rather than have it proceed to a final document. <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember <br />Mohr, to adopt Resolution No. 89-262, that Council draft a letter <br />listing the Environmental Monitoring Committee's concerns and <br />indicate Council would like a new draft EIS and in the event a new <br />EIS is not going to be prepared, then the Council requests answers <br />to the concerns of the Environmental Monitoring Committee. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Mohr, Tarver, and Mayor <br /> Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> 6-6-89 <br /> -20- <br /> <br /> <br />
