165 <br /> <br />Item 6c <br />PUD-83-9-3M, Application of Gatewood Associates for a major <br />modification to an approved development plan for a 200-unit <br />apartment complex to allow for the retention of a ten-space <br />recreational vehicle parking/storaqe area, a tot lot, and a car <br />wash area located at 3992 Stoneridqe Drive <br /> Mr. Swift presented his report (SR 89:333) regarding this <br />matter. <br /> <br /> Mr. Mercer declared the public hearing open on the <br />application. <br /> <br /> Mr. Phil Ruth, Property Manager of Gatewood Apartments, <br />explained that in presenting their proposal, their main concern <br />was to comply with and enforce the conditions and regulations <br />attached to the plans so that both the residents of the apartment <br />complex and those across the Arroyo would be satisfied. He then <br />expressed the opinion that residents washing their cars should be <br />allowed to listen to their radios like anyone else and indicated <br />that any noise problems stemming out of this would be handled by <br />the Resident Manager and the Maintenance Manager. Regarding the <br />present location of the RV parking, he noted that since a large <br />contingent of residents living across the canal see it as an <br />eyesore, they have proposed to put it along the solid fences on <br />the east and west sides of the property so it would no longer be <br />visible to the residents across the canal. <br /> <br /> Mr. Brandes asked if the proposal included changing the <br />recreation building into a laundry building. He stated that he <br />recalled that the original plan did not call for a laundry room, <br />but that there would be a washer and dryer in each unit. <br /> <br /> Mr. Swift explained that originally, the project was designed <br />as a condominium and each unit was outfitted to accomodate a <br />washer and dryer. However, he was uncertain if the original plan <br />showed the recreation building as a laundry area. <br /> <br /> After some discussion clarifying "original plans" as those <br />plans brought before the Council for approval, Mr. Ruth said that <br />the plan had a laundry facility and recreation room within the <br />club house facility. He mentioned that some confusion may have <br />been caused by the original developer's proposal to build <br />townhouse-type units with washers and dryers, but that this was <br />changed prior to the time the plan was presented for final <br />approval. The laundry room was in the original plan approved by <br />the Council. <br /> <br /> Mr. Nick Cassens, 4082 Suffolk Way, referred to his letter of <br />July 17, 1989, mentioning that he was in favor of the tot lot <br />being moved to a central location and that it would be more <br />appropriate to put the car wash area within the complex where it <br />could be more easily policed by the residents of the complex. He <br />felt that a lot of the conditions for approval of the RV/boat <br />storage would not be policed by the City and would then create <br /> <br /> -6- <br /> <br /> <br />
