167

Mr. Stanley Rathbone, 325 Ray Street, referring to the City's
Redevelopment Plan, read two articles on the adverse effects of
city growth and on the earthquake faults running close to
Pleasanton.

Mr. John Pacholski, 278 West Angela, expressed concern about
the closing of PJ's Daycare Center due to the non-renewal of its
lease by Lynnewood United Methodist Church. He mentioned that
this Center maintained a modest price structure to accomodate
single working mothers and is the only one in the Valley that
accepts subsidized funds from Resources for Family Development.
He inquired if the owners or parents have any recourse against the
lessor's decision through a city ordinance or regulation.
Mr. Mercer stated that the City has no jurisdiction over
private enterprise and therefore could not intervene in the
Church's decision not to renew the lease. He then asked Mr.
Walker when the childcare facility in the old library would be
completed.

Mr. Walker responded that the City has a program currently in
operation and referred to Ms. Bengtson to explain the program.

Ms. Bengtson explained that the City's program is a preschool
and not a daycare center.

Mr. Mercer then requested Ms. Bengtson to contact the Church
and the Center to get more facts about the closing.

In reference to Item 6a - Closure of Blacow Street, a
gentleman suggested that a reduced speed limit of 35 miles per
hour be posted from Stanley Blvd. down Valley Avenue and that a
timed traffic light be installed on the corner of Kolln Street and
Valley Avenue.

Mr. Mercer requested Mr. Elliott to look into these
suggestions.

6. PUBLIC HEARINGS
Item 6a
Report on Closure of Blacow Street on the north side of Valley
Avenue
This item was removed from the Agenda.

Item 6b
Review of the Report of the Stoneridge Drive Committee -
Stoneridge Specific Plan
This item was referred to the Planning Commission for public
hearing at its meeting on August 9, 1989.

-5-
